5. An identification of the statutory authority permitting other than full and open competition.

The statutory authority permitting other than full and open competition is 41 U.S.C.

253(c)(1), Only One Source will Satisfy the Agency Requirements.

FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. When the supplies or services required by the agency are available from only one responsible source, or from a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.

The following requirements apply when procuring items peculiar to one manufacturer:

The contracting officer must justify restricting consideration to an item peculiar to one manufacturer (e.g., a particular brand-name, product, or a feature of a product that is peculiar to one manufacturer). A brand-name item, even if available on more than one contract, is an item peculiar to one manufacturer. Brand-name specifications shall not be used unless the particular brand-name, product, or feature is essential to the

Government’s requirements and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs.

To satisfy the Agency’s need, GSA has determined a sole source procurement is in order. Specifically, the basis for limiting competition is that GSA has an existing electronic Project Management (ePM) that meets GSA’s requirements. Our market research indicates Trimble, Inc. is currently the only vendor that meets our requirements.

6. A demonstration that the proposed contractor’s unique qualification or the nature of the acquisition requires use of the authority cited.

ePM is managed by the GSA Public Buildings Service (PBS) PBS Information

Technology Services (PBS-ITS). The application utilizes Trimble’s Proliance software for core project management and execution functionality, as well as IBM’s Cognos for reporting and Infographic’s Brava for document viewing and collaboration. Trimble’s

Proliance application is comprehensive and flexible enough to manage all types of PBS design and construction projects, including both large Capital Construction ($2.79 Million or larger) projects and smaller Minor (below $2.79 Million) projects. Utilizing Trimble’s

Proliance application helps GSA to achieve the following business objectives:

Promote collaborative and consistent global project management processes across the 11 GSA regions.

Ensure timely and effective information-sharing to both internal and external stakeholders.

Consolidate “islands of automation” into a single system of record.

Automate manual work flows and implement exception-based, early-warning alert messaging.

Provide tools that allow rigorous analysis of data and trends across portfolios, programs and projects to optimize “lessons learned” and value-engineering opportunities.

Support GSA mobility initiatives and provide easy access to project documents.

The ePM application tracks and reports on the entire portfolio of GSA’s design and construction program, including projects in the early Formative stage through Design, Construction and Project Close-out. The user-base for the ePM user community consists of roughly 6,500 users nation-wide, including Federal Government (Customer Agency representatives, GSA team members, GSA executives, and other non-project related associates) and industry contractors (architects, engineers, consultants, construction managers, contractors, and subcontractors).

The ePM application is a mix of commercial off the shelf (COTS) and custom developed software:

The core product is Trimble’s Proliance project management tool, including the starter pack utilities (Application Launcher, File Uploader, Schedule Importer, and

Contact Importer).

Reporting and analytics functionality is provided by IBM’s Cognos generating reports from a dedicated data warehouse.

Informative Graphics Corporation Brava viewer is used for document sharing and collaboration.

GSA has invested a significant monetary investment in customizing the Proliance application and other custom developed tools such as: ePMXpress, Office Business

Applications (OBAs) and Silverlight. None of these tools will function without the base

Proliance software.

ePMXpress is a light-weight web-based application custom designed to standardize tracking of Small Projects across all regions. ePMXpress sits "on top" of the more robust ePM project management system, allowing small project teams to optionally use the various ePM modules based on project needs

File Manager is an ePM application that will allow ePM users the ability to drag and drop files into Submittals, Catalog Cards and Design Documents to the source file; it will allow mass downloading of files to a zip file from the source file only; view and redline documents; and allows users with the proper security to create folders to manage files. This application will inherit ePM instance based security.

The User Access and Certification web based application is a tool to facilitate annual recertification for ePM. The tool allows all ePM Users to certify themselves . In addition, user’s access to programs and projects must also be recertified annually. Users with specific security rights known as Project or

Program Certifiers will complete project and program recertification. The

Certifiers will verify if users assigned to their programs or projects still require access and if those users have appropriate security roles assigned.

The goal of the Earned Value (EV) solution is to meet GSA EV Measure guidelines and to provide flexibility by means of 2 separate ePM modes of operation to either (EV) Mode1 or (EV) Mode 2.

Trimble Inc. is the sole manufacturer and distributor of Prolog® and Proliance® proprietary software applications and is the sole provider of maintenance and support services for its licensed software programs. While Trimble does have Channel Partners that are authorized resellers of Trimble software, all software and technical support is sold exclusively through Trimble.

7. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies.

Market research was conducted by the COR in July 2019 and consisted of a review of

GSA Advantage and prior procurement actions. Market Research indicates there are no other companies’ that are authorized resellers of this software. Without this procurement, GSA would no longer be able to use the ePM application.

8. A determination by the contracting officer that the anticipated cost to the

Government will be fair and reasonable.

Based on the data gathered, the Contracting Officer has determined that the anticipated cost to the Government will be fair and reasonable. The expectation of reaching a fair and reasonable price was determined through market research in order to determine best value for GSA.

9. A description of the market research conducted (see Part 10) and the results or a statement of the reason market research was not conducted.

Market research was conducted by the COR in July 2019 and consisted of a review of

GSA Advantage and prior procurement actions. Market Research was conducted in accordance with FAR Part 10. GSA/FSS (GSA Advantage) was the method used to conduct Market Research for the part numbers listed in above.

10. Any other facts supporting the use of other than full and open competition.

12. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.
