About this file
This document is an Addendum No. 1 to a Request for Proposal (RFP) issued by the Michigan Department of Technology, Management and Budget (DTMB), Design and Construction Division, for the Chippewa Correctional Facility Powerplant Steam Surge Tank Replacement project. The project involves design-build services for replacing the existing steam surge tank located in the facility's powerplant, with a file number of 472/25324.ABG. The pre-proposal meeting was held on July 31, 2025, at 1:00 pm via Teams, with site accessibility limited to that date. Proposals are due on Wednesday, August 20, 2025, by 2:00 p.m. EST, with the Ad Hoc Advisory Committee expected to review proposals and award the contract by the end of August. The substantial completion date is scheduled for June 1, 2026.
The design-build services will include documenting existing conditions, obtaining LARA Plan Review Permit and Construction Code approvals, submitting 50% and 90% phase documents for owner review, and providing biweekly progress summaries. Bidders must include plan review fees, consultants, and testing expenses, along with a $25,000 DTMB provisionary allowance. Liquidated damages are set at $500 per day past substantial and final completion. A critical requirement is that construction activities requiring boiler/steam system shutdown cannot occur during the heating season, which is typically from October 1 to May 15. Proposals will be evaluated based on the design-build entity's general information, project understanding, personnel qualifications, project experience, and suitability for the project.
