A pre-proposal meeting was held on June 30, 2025, at 12:00 pm at the Chippewa Correctional Facility. Proposals are due on Thursday, July 17, 2025, by 2:00 p.m. EST, with the Ad Hoc Advisory Committee expected to review proposals and award the contract by the end of July 2025. The project timeline includes investigation and design in Summer 2025, bidding in late Summer 2025, and construction in Fall 2025.

The RFP requires a two-part proposal format: an 80% technical portion and a 20% cost portion, with a not-to-exceed billable rate plus reimbursables. Proposers must include Phase 500 Final Design and Phases 600/700 Construction Administration services, with detailed requirements such as documenting existing conditions, obtaining necessary permits, developing contract documents, providing cost estimates, and submitting progress reports. Reimbursable expenses include consultants, testing, and travel (with mileage restrictions). The new buffer fence will match the existing 10'-0" height and will not include a detection system. Proposers must also submit signed Certification of a Michigan Based Business and Responsibility Certification forms.
