About this file
This document is an Addendum No. 4 issued by the Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design and Construction Division for the Kinross Correctional Facility Personal Protection Device (PPD) Upgrades project. The addendum is dated 05-14-2025, with proposals due on Thursday, May 22, 2025, and pertains to File Number 472/25140.ABG. The addendum addresses six key questions and clarifications related to the project, including field investigation of the existing system, development of an installation plan, plan review submissions, and cost estimate requirements.
The document indicates this is a delegated design project for PPD upgrades, with the Professional Service Contractor (PSC) responsible for 50% and 90% design reviews and associated cost estimates. The PSC will need to document the existing system for demolition plans, develop a preliminary construction phasing plan, and be prepared to submit required documents for plan review, particularly for any electrical work. The contractor and subcontractors will be responsible for submitting their respective permit applications. The project involves upgrading the PPD system at the Kinross Correctional Facility, with specific emphasis on careful documentation and coordination of system installation and removal.

PROPOSAL DUE DATE:
Thursday, May 22, 2025
ADDENDUM ITEMS: (attach additional sheets and drawings if required)
Questions:
1. "Field investigate and document the existing system in its entirety, including existing head-end unit locations and existing emergency power availability". - This request is not typical and has not been requested/completed in previous projects.
The intent is to properly document the existing system so that it can be properly depicted on the demolition plans so that the contractor understands exactly what their removal scope of work includes – do not want to leave it up to the contractor to determine what needs to be removed and what should remain.
2. "Develop an installation plan" - This is a coordination item for the general contractor. We will note in the drawings and specs that the new system needs to be installed concurrently with the existing system, and switchover will happen only after the trial period (30 days minimum). – acceptable?
A preliminary construction Phasing plan must be provided in the design documents so the contractor has an understanding of the project. There will certainly be coordination with the contractor once they are engaged with the project.
3. "Submission for plan review" - This is a delegated design, and the PSC is unable to submit the plans for plan review. Have PPD plans been submitted in the past? If electrical work is required for additional emergency circuit – that needs to be submitted for plan review.
The PSC will be responsible for submitting required documents for plan review.
4. "LARA plan review" - Not applicable to the PSC on this scope. Again, any electrical changes need to be submitted.
The PSC will be responsible for submitting required documents for plan review.
5. "Permit application preparation" - Not applicable to the PSC on this scope. If plan review required for electrical work, then PSC needs to include.
The PSC will be responsible for submitting required documents for plan review. The contractor and subs will be responsible for submitting their respective permit applications.
6. "Provide 50% and final (100%) estimates for construction costs" - Not typical for PPD projects since this is a delegated design. – Have cost estimates been provided on other PPD projects?
PSC will be responsible for 50% and 90% design review and associated cost estimates for DOC to have an idea on the cost of the proposed project.
