About this file
This document is a Construction Bid Addendum No. 1 issued by the Michigan Department of Technology, Management and Budget (DTMB), Design and Construction Division for shower renovations at the Alger Correctional Facility. The addendum, dated 4/11/2025, is for a project with a bid opening on 4/16/2025, involving DS Architects, Inc. as the professional. The addendum provides clarifications and modifications to the original contract documents, including specifying base bid housing units as Maple and Pine, with alternate housing units of Birch and Spruce. The contractor must coordinate with the facility to determine access to housing units and is required to obtain State Project Registrations (SPRs) for the project.
Key additional requirements include submitting SPRs for the contractor and all subcontractors, with an annual registration fee of $500, and complying with new prevailing wage law changes effective 4/2/2025. The addendum includes specific technical details about the shower renovation, such as installation requirements for stainless steel wall panels, field measurements, and installation training. The project involves specific construction sequencing, with work to be completed in phases across different housing wings, and includes provisions for temporary barricades, material handling, and coordination with facility operations. Contractors must also submit certified payroll documentation directly to DTMB via email within 10 days of each pay period.

9. The overlapping vertical seams of the stainless-steel wall panels are to get 3/16” x 2” welds at a maximum of 18” O.C. evenly spaced.
Questions
1. Will temporary construction walls be required in Building Unit Birch if it is unoccupied?
Answer: no temporary construction walls will not be required in Birch.
2. How should the temporary barricades be fastened to the walls and floors?
Answer: use concrete screw Tapcons 24” o.c. on the inside of the temporary barricade. Screw tap cons into the adjacent masonry wall and concrete floor. Once construction is complete in that wing, fill hole left behind from Tapcons removal and paint wall and floor to match existing finish/color.
3. Will there be any material lay-down storage areas in the housing units?
Answer: No, any materials brought into housing units, inside the secure perimeter, must be actively installed that day. Any materials not installed will need to be removed at the end of the day.
4. Reference drawing P-301: The notes on this drawing state that the drains and associated sanitary plumbing are to be removed. With the current sequencing of construction and only being able to shut down (1) shower at a time, there is a concern that we will not have access to the plumbing from below while the bottom wing showers remain active i.e A & C Wings. Additionally, is there access below the bottom floor wings to access the plumbing or is it the intent to remove concrete? There are no notes that state concrete is to be removed.
Answer: The existing floor drains are to be demolished and removed as indicated on plumbing drawings. Existing sanitary piping serving the existing floor drains is to be modified as required to be connected to the new shower enclosure drain as indicated on plumbing drawing. Concrete floor is only to be demolished as required to modify existing sanitary piping to connect to new shower enclosure drain. Patch concrete floor as required to match existing and be flush.
5. Where do the current, existing exhaust fans duct work run to? Will the contract be able to connect the
A & C Wings exhaust to the existing system while the upper wings B & D are being remodeled?
a. Currently construction sequence is seen as follows: First Phase Wing B, Second Phase Wing
A, Third Phase Wing D, and Fourth Phase Wing C. This allows for the new duct work and exhaust fan to be installed in the roof and ran to the Wing B & D showers and then to have the new ductwork installed and connected to the upper level exhaust ducts.
Answer: The current HVAC systems serving each shower group is to remain active until upgrades in the shower group are made as shown on the construction documents in relation with the construction sequence. For the phasing of construction, the Wing B shower group must be completed before the Wing A shower group, and the Wing D shower group must be completed before the Wing C shower group. This allows for the new exhaust fans to be installed and the exhaust ductwork/grilles serving the Wing B and Wing D shower groups to be active for the LARA inspections, Facility inspections, and punchlist. When the exhaust ductwork is installed for the Wing B and Wing D shower groups, the ductwork is to be routed to prep for the Wing A and Wing C shower group construction and capped.
When construction in the Wing A and Wing C shower group occurs, the new exhaust ductwork/grilles can be installed and tied into the capped ductwork to provide the fully operable system for the LARA inspections, Facility inspections, and punchlist without disrupting the Wing B and Wing D shower groups.
6. Referenced Documents – Drawing Sheet M-400 – General HVAC Notes
Drawing M-400 states that McGrath roofing should be contacted to do the roof patching and curb work to maintain the warranty. It has been found that McGrath did not install the roofs at this facility.
a. Please clarify what type and manufacturer of roofing is currently installed on the roof.
Answer: contractor to coordinate with facility staff to determine, if any areas of the roofing that are being disturbed have a roof warranty, contractor to take appropriate measures to ensure roof warranty if maintained, if any warranty exists.
7. Is the intent to have two deductive alternates for the white powder coated ceiling? One for the Base Bid Spruce & Birch and one for the Alternate Maple & Pine units?
Answer: the alternate for the powder coated ceiling has been eliminated from the project. See changes to drawings/specifications #1 and attached revised schedule of alternates.
ACKNOWLEDGEMENT: This Addendum must be acknowledged by the Bidder in the space provided in the Bid Summary and Bid Form. Failing to acknowledge Addenda may be cause for the Bid to be rejected. Addenda will become part of the Contract Documents.
