About this file
This is a Notice of Proposed Sole Source Purchase issued by the University of Mississippi's Procurement Services for the acquisition of educational equipment. The University of Mississippi Department of Biology seeks to purchase one SynDaver Labs Synthetic Human, SynTissue, Anatomy Model SST Bundle (Female) to support its Human Anatomy course (BISC 310) for upper-division science majors. The department currently operates with a single SynDaver unit, which limits student access to approximately 30-40 minutes per week due to high demand. The proposed sole source purchase is intended to address this capacity constraint and enhance the educational experience by providing students with additional access to a flexible, dissectible synthetic cadaver that requires no specialized building construction or air handling systems. Interested parties wishing to object to the sole source certification must submit responses by Monday, April 6, 2026, at 10:00 a.m. Central Time to Jeff Wells, Procurement Manager, at the University of Mississippi Procurement Services office or via email to solesource@olemiss.edu.
The University of Mississippi asserts that SynDaver Labs is the only entity capable of producing a flexible, dissectible synthetic human unit that can be reconditioned and upgraded to meet the department's specific needs. The proposed purchase amount is deemed reasonable because the synthetic cadaver is a durable asset with extended usable life when properly maintained and stored, and can be reconditioned and upgraded as needed rather than being single-use and disposable. The department conducted phone and video consultations with SynDaver Labs representatives to itemize requirements and customize pricing to obtain the best possible cost. If objections are received and substantiated, the University of Mississippi will withdraw the sole source certification and proceed with a competitive bidding process; conversely, if the sole source determination is upheld, the University will appeal to the Public Procurement Review Board for approval to proceed with the purchase.

UNIVERSITY OF MISSISSIPPI
Notice of Proposed Sole Source Purchase
#SS 471
The University of Mississippi (UM) anticipates purchasing the item(s) listed below as a sole source purchase. Anyone objecting to this purchase as a sole source shall follow the procedures outlined below.
Commodity or commodities to be purchased (manufacturer, model, description):
SynDaver Labs Synthetic Human, SynTissue, Anatomy Model SST Bundle, Female
The need to be fulfilled by this item(s) and why it is the only one that can meet the specific needs of the department:
The Department of Biology’s course in Human Anatomy (BISC 310) is designed to help meet the educational needs of the upper division, science major. Because we do not have a full human cadaver lab and a body donor program, we have been using a synthetic cadaver in this course since 2019. We currently have only one SynDaver, and to manage the high student demand students are only able to work with the SynDaver for 30-40 minutes per week. A synthetic cadaver requires no specialized building construction and no air handling requirements while at the same time delivering a nearly identical learning experience (as compared to a human cadaver). The SynDaver is flexible and dissectible, two traits which cannot be duplicated by hard resin anatomy models available through other vendors. The new SynDaver will help us meet the growing demand for our anatomy courses.
Name of company/individual selling the item and why that source is the only possible source that can provide the required item(s):
SynDaver Labs is the only entity the produces a flexible, dissectible human unit that is able to be reconditioned and upgraded.
Why the amount to be expended for the commodity is reasonable:
This purchase amount represents a reasonable expenditure because the SynDaver is not used once and discarded. The SynDaver is usable as long as it is correctly maintained and stored. The SynDaver can also be reconditioned and upgraded as needed.
Efforts that the agency went through to obtain the best possible price for the commodity:
The department has conducted phone and video consultations with representative of SynDaver Labs to itemize our needs and customize our quote at the best possible price.
Submission Instructions and Format of Response from Objecting Parties:
Interested parties who have reason to believe that the item(s) above should not be certified as a sole source should provide information in the following format for UM to use in determining whether or not to proceed with awarding the Sole Source purchase.

If after a review of the submitted notice and documents, UM determines that the commodity in the proposed sole source request can be provided by another person or entity, then UM will withdraw the sole source certification and submit the procurement of the commodity to an advertised competitive bid or selection process.
