If you do not comply with the scaffolding staging shown, calculations must also include tension and compression force demands versus capacity of truss members during scaffolding erection, movement, and removal. Determine the capacity of existing members as authorized by the Engineer.
All connections must be made through stringers, floor beams, or truss panel points. Connections that may cause bending stresses in a truss member are not allowed.
Full compensation for conforming to the requirements of Section 7-1.02K(6)(e) shall be considered as included in the prices paid for the various items of work involved and no additional compensation will be allowed therefor.
6-10 PERMITS, AND LICENSES, AND CERTIFICATIONS
No permits have been obtained for this project. The following activities are prohibited unless you obtain
Engineer's authorization and the proper permits:
1. Diverting flow
2. Placing gravel
3. Cutting access down into the stream or grading: however, a minimum amount of vegetation may be removed adjacent to the southeast abutment to provide access for small boats.
If vegetation is removed you are responsible for the temporary BMPs. Payment for the temporary BMP's is included in the payment for the various bid items.
- 9 -
6-10.08 ENCROACHMENT PERMITS
The Contractor shall be required to obtain an Encroachment Permit from Yolo County for work within the
Yolo County rights of way and the permit must be obtained prior to any work including the placement of any signs or traffic control within Yolo County that may be required in order to perform the Work.
Contractor shall provide a copy of the permit to the Engineer.
The Contractor shall also be required to obtain an Encroachment Permit from the State of California
Department of Transportation (Caltrans) for the placement of detour signage within the State rights of way and the permit must be obtained prior to the placement of any signs or traffic control on Highway 160 that may be required in order to perform the Work. Contractor shall provide a copy of the permit to the Engineer.
No placement of detour signage within the State rights of way or work within Yolo County will be allowed until the Agency has received a copy of the Contractor’s encroachment permits.
Full compensation for work involved in obtaining and complying with the requirements of the encroachment permits shall be considered included in the contract prices paid for the various items of work involved and no additional time or compensation will be allowed therefor.
- 10 -
SECTION 7 – PROSECUTION OF THE WORK
7-1 BEGINNING OF WORK
No work is allowed within the riverbed. See section 14-1.01 of the State Specifications for additional restrictions.
Where dimensions of new construction required by this contract are dependent on the dimensions of the existing bridge, you must verify the controlling field dimensions and are responsible for adjusting the dimensions of the work to fit the existing conditions. Be advised that existing dimensions and other conditions at each location with similar details may vary.
Before submitting structural steel shop drawings or performing steel fabrication, verify the adequacy of clearances required for welding, drilling, bolting, removing existing damaged members, and installing the new construction. You are responsible for requesting adjustments in dimensions of the work to accommodate clearances necessary for construction when steel shop drawings are submitted. All requested adjustments in dimensions are subject to the Engineer’s authorization and must be shown on required shop drawing submittals. Only changes for which you already have authorization for in writing by the Engineer are allowed. The Engineer, at their option, may withhold approval of your requested changes. No payment shall be made for requested changes in details which are authorized or provided by the Engineer. The time period required by the County to revise details authorized by the Engineer will be considered for extensions of contract time under the Standard Specifications. No payment will be made to you for delays due to time taken to revise details under these special provisions. You may be granted a contract time extension equal to the number of working days in excess of that time allowed for review of shop drawings which are taken by the County to revise details.
7-1.01 ORDER OF WORK
When required by these Special Provisions or Plans, the Contractor shall follow the sequence of operations as set forth therein.
Liquidated damages, as set forth elsewhere in these special provisions, shall be assessed if the working days are exceeded. No work may take place prior to receipt of the executed Contract and review of the prescribed bonds and insurance.
Contractor's attention is directed to Section 12, “Safety, Public Convenience, and Traffic Control,” of the
Standard Construction Specifications and these Special Provisions. Any Special Signs (S1) that are required for detour or maintaining traffic shall be placed a minimum of 10 days in advance of the project start.
The first order of work shall be the following:
• Prepare and submit a Water Pollution Control Plan as required in Section 10.
• Prepare and submit a Lead Compliance Plan
• Prepare and submit Baseline Schedule
• Prepare and submit Traffic Control Plans
• Provide SSPC QC certifications
- 11 -
• Ordering materials and equipment that is not furnished by the County. The Engineer shall be furnished a written statement from the vendor that the order for structural steel has been received and accepted by the vendor. The statement must show the dates that the materials will be shipped.
At the end of each work day, all debris, branches, roots, removed fence, rubbish, and other debris in the work area shall be collected and placed in a suitable disposal bin or pile. Materials to be used later in construction shall be neatly stockpiled. All parts of the work shall be left in a neat and presentable condition at the end of the work shift.
Full compensation for Order of Work, as specified herein, shall be considered as included in the prices paid for the various items of work involved and no additional compensation will be allowed therefor.
7-8.01 ALLOWABLE TIMES AND HOURS OF WORK
No lane or road closures will be permitted outside of the allowable hours of work. All traffic lanes shall be open, each day, by the end of shift.
Freeport Bridge is a dual-leaf bascule type bridge. One leaf shall remain in operation for marine traffic at all times and be able to operate (open) given one-hour notice. In the event of an emergency, one leaf of the bridge shall be able to open in 15 minutes. The bridge shall be left in operating order at the end of each workday, and be in a condition to open on demand. The bridge will be closed to all vehicular traffic during the allowable work hours of 9pm to 5am.
7-12 DELAYS
Contractor’s attention is directed to Section 7-12.02, “Unavoidable Delays,” of the Standard Construction
Specifications.
No extension of time will be granted for a delay caused by a shortage of materials unless the Contractor furnishes to the Engineer documentary proof that he has made every effort to obtain such materials from all known sources, within reasonable reach of the work in a diligent and timely manner. The documentary proof shall indicate that the inability to obtain such materials, when originally planned, did in fact cause a delay in final completion of the entire work which could not be compensated for by revising the sequence of the Contractor's operations. The term "Shortage of Materials" as used in this section, shall not apply to materials, articles, parts, or equipment which are processed, made, constructed, fabricated, or manufactured to meet the specific requirements of the contract. An electronic submittal, CD, DVD, flash drive, or hard copies of the Best Management Practices (BMP)
Schedules of Values included in the Appendices of these Special Provisions are to be submitted to the
Engineer when the WPCP is submitted.
On the BMP Schedule of Values, the Contractor shall provide a unit prices for all BMP’s except those listed as “PROCEDURAL”. Payment for these procedural BMP’s is included in the prices paid for the various other items of work and no additional compensation will be paid.
Erosion and sediment control BMPs shall be placed, monitored for effectiveness, and maintained throughout the construction process. The following precautions shall be implemented regardless of the season:
1. A stabilized construction site access shall be constructed at any construction staging and/or stockpile site as determined appropriate by the Engineer.
2. Temporary stockpiling of construction materials, including vehicles and portable equipment, supplies, fuels and chemicals, will be restricted to designated construction staging areas within the project area.
3. Any wet season requirement shall be implemented if conditions exist which may cause erosion and sedimentation.
4. The contractor shall not be limited to the requirements listed above, but shall be responsible for implementing whatever measures are necessary to prevent erosion and sedimentation.
The Contractor shall demonstrate the ability and preparedness to fully implement soil stabilization practices and sediment control measures to protect soil-disturbed areas on the project site before the onset of precipitation. A quantity of soil stabilization and sediment control materials shall be maintained on site equal to 100 percent of that sufficient to protect unprotected, soil-disturbed areas on the project site. A detailed plan for the mobilization of sufficient labor and equipment shall be maintained to fully deploy control measures required for the protection of soil-disturbed areas on the project site prior to the onset of precipitation. A current inventory of control measure materials and the detailed mobilization plan shall be included as part of the WPCP.
The wet season is hereby defined as the period between October 1st and April 30th. Erosion control (i.e.
- 16 -soil stabilization) BMPs shall be applied during the wet season. All other BMPs included in the approved
WPCP shall be installed/implemented and maintained year round.
Throughout the wet season:
1. Soil-disturbed areas of the project site shall be considered to be non-active whenever soil disturbance activities are to be discontinued for a period of 20 or more days and the areas are fully protected. Areas that will become non-active during the wet season shall be fully protected with soil stabilization practices and sediment control measures within 10 days of the discontinuance of soil disturbing activities or prior to the onset of precipitation, whichever is first to occur.
2. Active soil-disturbed areas of the project site shall be fully protected at the end of each day with soil stabilization practices and sediment control measures unless fair weather is predicted through the following workday. The Contractor shall monitor the weather forecast on a daily basis. The
National Weather Service forecast shall be used. An alternative weather forecast proposed by the
Contractor may be used if approved by the Engineer. If precipitation is predicted prior to the end of the following workday, construction scheduling shall be modified, as required and functioning control measures shall be deployed prior to the onset of the precipitation.
3. Inspections of the construction site shall be conducted by the Contractor to identify deficient measures, as follows:
A. Prior to a forecast storm;
B. After any precipitation which causes runoff capable of carrying sediment from the construction site;
C. At 24 hour intervals during extended precipitation events; and
D. Routinely, a minimum of once every 2 weeks.
If the Contractor or the Engineer identifies a deficiency in the implementation or functioning of an identified control measure, the deficiency shall be corrected immediately. The deficiency may be corrected at a later date and time if requested by the Contractor and approved by the Engineer in writing, but not later than the onset of subsequent precipitation. The correction of deficiencies shall be at no additional cost to the County.
The Contractor shall implement, year-round and throughout the duration of the project, control measures included in the WPCP for sediment tracking, wind erosion, non-storm water management and waste management and disposal.
The schedule of values shall reflect the items of work and costs for the control measures required for the
WPCP , except for critical temporary controls and permanent control measures which are shown on the project Plans and for which there is a contract item of work. Any items required by the WPCP that are not included in the BMP Schedule of Values shall be amended to the BMP Schedule of Values and re-submitted to the County within 4 business days after the approval of the WPCP.
If approved in writing by the Engineer, the BMP schedule of values will be used to determine payments from the ALLOWANCE for Water Pollution Control Implementation during the progress of the work. If unit costs provided by the Contractor in the BMP Schedule of Values are not within allowable industry standards, the Department of Transportation would have the right to have devices installed on a Force
Account Basis in accordance with Section 9-8.03 of the Standard Construction Specifications. The BMP schedule of values will also be used as the basis for calculating any adjustment in compensation for the contract item for water pollution control due to changes in control measures required by an approved amendment to the WPCP.
