About this file
This is a Change Order Notice issued by the Illinois State Toll Highway Authority (THA) through the Chief Procurement Office for General Services regarding contract I-18-4700 with Jacobs Engineering, Inc. The contract provides Design Corridor Management (DCM) services for the Elgin O'Hare Western Access (EOWA) corridor. The scope of work encompasses coordination and management of design contracts, land acquisition coordination, survey, environmental permitting, tolling implementation coordination, utility coordination, specialized aviation engineering services, design phase agency coordination with local, state, and federal partners, Federal Environmental Impact Statement (EIS) and Major Projects documentation, budget and funding coordination, document control, and cost and schedule tracking. The additional work is germane to the original contract and within project limits, with continued DCM services necessary to oversee design and provide agency coordination and technical support through design completion.
The original contract was solicited under PSB 18-4 on Illinois Procurement Bulletin number 22043022 and approved by the Tollway Board on April 18, 2019 via Board Resolution number 21788 for $29,500,000.00. A first supplement approved on May 25, 2023 increased the contract by $6,500,000.00 for a revised contract amount of $36,000,000.00. This second supplement increases the contract by $4,417,000.00, resulting in a total contract authorization of $40,417,200.00. The increase is necessary due to schedule and timing considerations resulting from ongoing construction and coordination with third parties including Union Pacific Railroad, Canadian Pacific Railway, petrochemical companies, Cook County, Chicago Department of Aviation, and the Federal Aviation Administration. A different procurement method is not recommended because the current team possesses institutional knowledge and established relationships with the FAA and CDA critical for completion of remaining work, and corridor design guidelines, agency coordination records, program administration, and document control procedures have already been developed under the original contract.
