About this file
This Addendum 1 document supports the South Dakota Department of the Military's competitive bid solicitation (CFMO# 467158) for installation of new latrines and replacement of HVAC systems at the Sturgis Armory in Sturgis, South Dakota. The project scope encompasses demolition and removal of the existing split-system air handling unit positioned above the ceiling in the proposed bathroom area, installation of a roof-mounted replacement air handling unit, demolition of the existing kitchen, and construction of new unisex bathroom and lactation-room facilities with associated ductwork modifications. An optional pre-bid conference is scheduled for July 8, 2026 at 2:00 PM MT at the Sturgis Armory entrance on the east side of the facility. Bids are due July 16, 2026 and must be submitted electronically through the South Dakota electronic bidding platform. The successful contractor must achieve substantial completion within 100 consecutive calendar days from Notice to Proceed and final completion within 14 consecutive calendar days thereafter.
Bids exceeding $100,000 require bid security in the form of either a certified check, cashier's check, draft equal to five percent of the bid amount, or a ten percent bid bond issued by a South Dakota-authorized surety. Liquidated damages are assessed at $575.00 per calendar day for delays in substantial completion and $300.00 per calendar day for delays in final completion. All contractors must obtain a South Dakota contractors' excise tax license and comply with resident subcontractor certification requirements, limiting non-resident subcontractor labor costs to no more than twenty percent unless justified. Pre-construction submittals include insurance certificates, affirmative action plans for contractors with fifty or more employees, performance bonds, and employee access lists subject to background check clearance. The successful bidder must execute contract documents and provide performance and labor/material payment bonds within ten calendar days of contract presentation. Inquiries regarding the project should be directed to Kyle Roe, Project Manager, at (605) 381-4093 or kyle.roe@state.sd.us, with plans and specifications available through FEH Design contact Brittney Ruba, AIA.
