About this file
This is a Request for Proposals (RFP) issued by Hattiesburg Clinic, P.A., a multi-specialty physician practice headquartered in Hattiesburg, Mississippi. The Clinic seeks an AI-driven email and web-browser threat detection solution for Microsoft 365 to protect 2,001 licensed users across more than 60 locations. The solution must detect evasion-class email threats including payloadless business email compromise, vendor impersonation, QR-code and image-based phishing, and credential-harvesting attacks that evade the existing secure email gateway. The service must also provide web-browser protection against malicious sites and credential theft, be deployed without changes to existing mail flow infrastructure, and deliver monthly threat reporting. The RFP was posted October 13, 2026, with proposals due November 1, 2026. The contract term is twelve months from service activation, with pricing required for two optional twelve-month renewal years. Implementation must be substantially complete within 30 days of contract execution.
The awarded vendor must execute the Clinic's HIPAA Business Associate Agreement, comply with all mandatory security and compliance requirements including SOC 2 Type II certification or equivalent, store and process Clinic data within the United States, and provide least-privilege Microsoft 365 API permissions. The procurement is funded through the Mississippi Rural Health Transformation Program (MS RHTP) using federal funds, making vendors subject to 2 CFR Part 200, SAM.gov registration requirements, Equal Employment Opportunity provisions, and record retention and audit cooperation mandates. Proposals are weighted 45 percent on technical solution and compliance, 30 percent on Year 1 and renewal pricing, 15 percent on vendor experience and references, and 10 percent on implementation approach and timeline. Small businesses, minority-owned businesses, women's business enterprises, and labor surplus area firms are encouraged to apply. Pricing shall exclude Mississippi sales tax, which must be listed separately on the Clinic's Pricing Form.

1. Background Hattiesburg Clinic is a multi-specialty physician practice headquartered in Hattiesburg, Mississippi, serving patients across more than 60 locations, including rural clinic sites throughout South Mississippi. Email and the Clinic’s Microsoft 365 tenant are core infrastructure for clinical and business communication at every site.
The Clinic operates a mature secure email gateway that blocks known-signature and reputation-based threats before delivery. That gateway will remain in place. A growing class of attacks is designed to evade gateway inspection, including payloadless business email compromise (BEC), lookalike-domain and vendor-impersonation fraud, QR-code and image-based phishing, and links that become malicious only after delivery. The Clinic is seeking an AI-driven detection layer that operates behind the existing gateway to detect and contain these threats in the mailbox and in the user’s web browser.
This project is funded in whole or in part with federal funds through the Mississippi Rural Health Transformation Program (MS RHTP). See Section 10 for applicable federal requirements.
2. Objectives
• Detect and contain evasion-class email threats that reach the inbox after passing the existing secure email gateway.
• Protect users in the web browser, where credential theft occurs, against credential-harvesting and malicious sites.
• Deploy without changes to mail flow (MX records, connectors or gateway routing) and without new on-premises hardware.
• Provide monthly reporting on threats detected and contained, to support grant performance reporting.
