To the greatest extent feasible, employment and training opportunities arising from the project will be directed to Section 3 workers, and contracting opportunities will be directed to Section 3 business concerns.

All proposals must be submitted in a sealed envelope marked "Proposal for CDBG Engineering Services." Do not include proposed engineering fees or fee schedules. The committee may hold proposals for a period not to exceed thirty (30) days after the submission deadline to review proposals and investigate the qualifications of the firms and assigned individuals.

The County reserves the right to reject any or all proposals.

The County will negotiate a fair and reasonable fixed-price contract with the highest-ranked qualified firm or individual. If a satisfactory agreement cannot be reached, the County may formally terminate negotiations and proceed to the next highest-ranked qualified firm or individual. Award of a contract for project implementation is subject to CDBG funding and satisfaction of applicable environmental requirements. The contract will include the scope and extent of work and other essential requirements. A separate contract will be executed for each awarded project.
