About this file
This is Bid Addendum 3 for IFB 46-DNCR-27-2180 issued by the North Carolina Department of Natural and Cultural Resources for fire alarm testing and inspection services at the North Carolina Zoo. The solicitation includes comprehensive testing and maintenance services across 42 identified locations at the facility, with equipment specifications covering multiple fire alarm system brands including Notifier, Firelite, Simplex, Silent Knight, and others. The bid opening date has been revised to Wednesday, September 30, 2026, at 2:00 PM ET, with live bid opening conducted via conference call at 1-984-204-1487 (Conference ID: 875 647 005#). Two site visits are scheduled: the initial site visit on September 4, 2026, at 11:00 AM ET, and a second urged and cautioned site visit on September 22, 2026, at 11:00 AM ET at the Design Training Communications (DTC) Room, 3733 Old Cox Road, Asheboro, North Carolina. Vendors may submit written questions by September 8, 2026, at 12:00 PM ET (responses provided by September 9, 2026, at 4:00 PM ET) and September 23, 2027, at 12:00 PM ET (responses provided by September 24, 2026, at 4:00 PM ET). The contract manager is Jason Joines, Director of Security and Risk Management at the NC Zoo, with Dwayne Alston serving as Procurement Specialist.
The addendum includes detailed attachments identifying fire alarm system locations and models across all zoo facilities, as well as a life safety systems summary inventory. Vendors raised concerns regarding the difficulty of providing accurate pricing without knowing specific device counts and panel brands across locations, as many fire alarm systems are proprietary and can only be serviced by certified vendors specific to each brand. In response, the State added four attachments providing equipment specifications and inventory details to enable more accurate bidding. Vendors are required to submit the executed addendum with their bid responses and must indicate whether their response includes changes resulting from this addendum or remains unchanged from a previously submitted response. All other terms and conditions of the original solicitation remain in effect.

Question # Document Section
Vendor Question State’s Response
1 5.1 Specifications For the testing and inspecting of the systems, any licensed fire alarm company can give pricing without a site visit but it will be based SOLELY on square footage or a plain out guess. If that contractor has not worked with the customer in the past and has already completed an inspection.
It would be a large guess based on square footage NOT device counts and could have a very large overprice due to not having the device counts.
Providing the most recent inspection report with the most accurate number of devices included would fix this issue of having an extremely large range in proposals.
Example: We could bid a building on square footage and assume that it would have 200 devices installed but in reality, it has a sprinkler monitor system with only 5 devices.
Without knowing the device count of each panel, we have a very hard time supplying an accurate and fair bid.
Four Attachments which include the equipment are added per this Bid Addendum.

2 5.1.Specifications For the Maintenance side and the paperwork that has to filled out for hourly rate and price per device:
Without knowing the brand and model of each panel, it is also very hard to give fair and accurate pricing.
Alot of fire alarm systems are proprietary to certain vendors and can only be serviced by them. There is not one single vendor that is legally able and certified to service and maintain all fire alarm systems. The only way we could most accurately give pricing is to reach out to as many certified vendors of different brands and give you pricing for as many brands and devices as possible and hopefully not missing a brand that is installed on your site for the initial bid.
Four Attachments which include the equipment are added per this Bid

3 2.5. Site Visit I think there needs to be a site walk to visually see each fire panel OR a list of the panel brand, model, and device count per building. I understand that we are not allowed to contact the customer or any other affiliates. This is the reason I wanted to bring it up to you and hopefully get some answers to provide the most accurate and fair bid for all. Because in my opinion the only companies that can give you fair pricing are the ones that have either serviced or tested and inspected this site in the past and already have the panel brands, models, and device counts.
A second Site Visit is scheduled for 11:00 AM ET on September 22, 2026. Please see revised Section 2.5 Site Visit included in this Bid
