About this file
This document is a comprehensive Project Specifications Bid Set for the Llano Lane Storm Drain Improvement Project, issued by the County of Sacramento's Department of Water Resources (Contract No. 4549). The project involves installing approximately 590 linear feet of new drainage pipeline along Llano Lane within the County right-of-way, which includes installing and upgrading drainage pipes, four manholes, and one drainage inlet. The facilities will connect to existing storm drain infrastructure, potentially replacing existing pipe collecting roadside ditch flows on New York Avenue. The project specifications are dated March 2022, with a 40-working day completion timeline and liquidated damages of $1,635 per calendar day for delays.
The bid documents outline detailed technical specifications for construction, including requirements for concrete, pipe materials (reinforced concrete, PVC, and polypropylene), trench excavation, backfilling, and installation techniques. The project is categorically exempt from California Environmental Quality Act (CEQA) review under Section 15301, Class 1, as it represents the continued operation of an existing facility with negligible expansion of use. The contractor will be responsible for providing all necessary labor, materials, and equipment, with specific requirements for erosion control, water pollution prevention, traffic management, and stormwater quality management. The contract includes standard insurance requirements, with general liability coverage set at $3 million per occurrence.

If the Contractor or the Engineer identifies a deficiency in the deployment or functioning of an identified control measure, the deficiency shall be corrected immediately. The deficiency may be corrected at a later date and time if requested by the Contractor and approved by the Engineer in writing, but not later than the onset of subsequent precipitation. The correction of deficiencies shall be at no additional cost to the Agency.
Full compensation for all work associated with the erosion, sediment, and water pollution control shall be considered as included in the bid item for WPCP. No additional compensation will be paid.
