About this file

This is a Solicitation Addendum (Addendum 1, dated October 22, 2026) issued by the North Carolina Department of Revenue for Invitation for Bids 45-RQ300439R regarding janitorial services at the Fayetteville Service Center located at 3401 Village Drive, Fayetteville, NC 28304. The addendum addresses eighteen vendor questions and clarifications regarding the scope of work for comprehensive janitorial and custodial services covering 10,307 square feet in Suite 300. Key service requirements include daily general cleaning between 8:00 a.m. and 5:00 p.m., Monday through Friday; semi-annual maintenance services including blind dusting and window sill cleaning; annual carpet extraction in high-traffic areas, hallways, and conference rooms without required furniture movement; annual window washing (interior only) and glass door and sidelights cleaning (interior and exterior); and vendor responsibility for replacing missing or broken hand soap, deodorizer, and toilet seat cover dispensers at no cost to the State. The contract term is one year with two optional one-year renewal periods. The mandatory site visit was held on October 14, 2026 at 10:00 a.m. EST, and the solicitation opening date is November 2, 2026 at 2:00 p.m., with anticipated award on November 23, 2026. Written questions were due by October 19, 2026.

Vendors must submit firm fixed pricing on Attachment A for Year 1, Year 2, and Year 3 options plus an hourly rate for COVID-19 cleaning services. The vendor must provide all labor, equipment, materials, supplies (including toilet tissue, paper towels, hand soap, chemicals, and restroom supplies), and transportation at no cost to the State. Evaluation criteria prioritize strength of customer references as the primary factor, followed by cost. Vendors must submit three customer references for similar services, provide financial stability certification, comply with background check requirements for all personnel, and maintain North Carolina Secretary of State registration. Personnel will be classified as "Physical Access–Non-Escorted (Badge Access)" after satisfying onboarding requirements. A performance guarantee is required; vendors may select one of three options: a performance bond equal to one-third of annual cleaning costs, a ten percent cost reduction for three months and five percent reduction for nine months, or a cashier's check for six percent of annual contract price. The facility supports 40 on-site employees. No set-asides are identified in this addendum. Purchasing Agent is Cynthia Leonard, Procurement Specialist.
