About this file
This document is a Statement of Work (SOW) for a federal contract opportunity to provide potable water testing and monitoring services for Brookhaven National Laboratory.
The SOW outlines the required services, including monthly, quarterly, semi-annual, and annual testing of potable water for parameters such as total coliform, lead and copper, inorganic and synthetic organic compounds, and PFAS. The contractor must have New York State Department of Health (NYSDOH) and National Environmental Laboratory Accreditation Program (NELAP) certifications, and be able to pick up samples from the laboratory within specified timeframes. The SOW details the required analytical methods, detection limits, quality assurance/quality control procedures, data deliverables, and turnaround times. The related federal contract opportunity is a solicitation for Potable Water Testing and SPDES monitoring, to be awarded by the Department of Energy Office of Science.

STATEMENT OF WORK
In order to meet the Potable Water monitoring requirements mandated by the Suffolk County Department of Health Services (SCDHS), Brookhaven Science Associates (BSA) requires the services of an approved analytical laboratory for the analyses of various parameters as listed in Appendices 1 through 18. The total number of samples, frequency and the parameters to be analyzed are presented below. Specifications for Environmental Information Management Systems (EIMS) Analytical Data Format is attached in Exhibit- 1. The final requirements for potable water system testing are determined by SCDHS and the operational requirements of Brookhaven National Lab (BNL); therefore, the exact number of tests and the frequency may be subject to change.

CONTRACTOR REQUIREMENTS
A. The Contractor shall have certification for potable water chemistry by New York State
Department of Health (NYSDOH) and the National Environmental Laboratory Program (NELAP) for the parameters listed in Appendices 1-18. The Contractor shall be equipped with the necessary instrumentation, chemicals and reagents and other accessories, along with technically qualified personnel to perform the analyses as per the methods.
B. The Contractor shall be a full-service laboratory with approval from Suffolk Department of Health Services for all testing group classifications currently listed (currently thirteen
(13) groups).
C. The Contractor shall submit a copy of the current NYSDOH certification displaying the parameters certified to BSA. The Contractor shall include copies of the performance evaluation reports and NYSDOH audit reports for the last two (2) years.
SAMPLE COLLECTION
A. The Contractor shall provide appropriate sampling containers with preservatives, as necessary. This shall include sterilized containers for bacteriology. A complete sampling schedule for various locations will be provided to the Contractor to facilitate the ease of shipment of appropriate containers prior to the sampling event.
B. BSA Water and Sewage Operating Engineers will be responsible for proper sample collection and storage of sample bottles as appropriate. They will complete the Chain of Custody form for transfer to the Contractor.
C. The Contractor shall pick-up samples within 24 hours from Building 624, Water
Treatment Facility after telephone notification. Bacteriological samples (monthly), however, shall be picked up within 2-3 hours of notification because of holding time requirements. To facilitate this pick-up for bacteriology, the Contractor laboratory will be notified the previous day of the sampling event
D. The BNL Chain of Custody (COC) form, shown in Exhibit 2, will be used to track the movement and storage of all BNL samples. The Contractor shall sign and date the COC record accompanying each sample shipment, thereby documenting receipt of samples. If any changes or corrections to a COC record are made after the COC is received by the Contractor, the Contractor shall send copies of the revised COC to Larry Singh, Christopher Bruno, and Jason Remien.

QUALITY ASSURANCE – QUALITY CONTROL
A. At a minimum, complete QA/QC and method detection limits from all appropriate referenced methods listed must be strictly followed. BSA reserves the right to require additional QC checks when those listed are inconsistent with potable water data quality objectives. Failure to comply with requirements, including failure to meet instrument tuning, calibration, or other QC requirements, may result in non-payment, at BNL’s option. Reanalysis costs shall be the Contractor’s responsibility. Repeated failures may result in Contract termination. At a minimum, if results are rejected due to Contractor error, and reanalysis is not possible, BSA will not pay for these results. The Contractor shall be responsible for paying any fines levied against BSA due to late or incorrect sample data.
B. The deliverable list for each method as described in Appendices 1-18 shall be strictly followed for data submission.
C. BSA reserves the right to audit the Contractor regarding QA/QC methods at any time, if deemed necessary, during the life of this Contract.
D. In order to track the performance of the Contractor, copies of the proficiency results for all certified categories from NYSDOH and from a National Institute of Standards and Technology (NIST) designated supplier for performance evaluation studies shall be sent to BNL every six (6) months as they become available.
E. The Contractor shall submit a current QA/QC manual of the laboratory.
F. The Contractor shall provide BSA with written notification of any change in analytical method and/or instrumentation before beginning any such analyses. This notification shall be accompanied by data validating the new method and/or providing a demonstration of initial proficiency for the instrumentation. Written BSA approval must be received by the Contractor before beginning any analyses of BNL samples.
G. In the event of any changes in certification status for an analyte or analytes covered under this Contract, the Contractor shall inform the BSA Technical Representative by telephone within 24 hours, and in writing no later than 48 hours of said notification. In addition, after reinstatement of certification for those affected parameters, the Contractor shall notify the BSA Technical Representative of the same, in writing, prior to resuming analysis on BNL samples (NYS Public Health Law Section 502).
WP-5
