This notice is not a Request for Proposal or an Invitation for Bid. This notice is for information and planning purposes only and is not to be construed as a commitment by the U.S. Government, nor will the U.S. Government pay for information solicited. The information from this notice will help the Department of Energy (DOE) survey available resources. Brookhaven National Laboratory (BNL) reserves the right to use any and all information submitted by, or obtained from, an interested party in any manner BNL determines is appropriate, including, but not limited to, the creation of a solicitation.

SYNOPSIS

This pre-solicitation notice serves as a synopsis and is posted in accordance with FAR subpart 5.2, Synopses of Proposed Contract Actions. This is not a solicitation. Vendors shall not submit an offer until, and/or if, the solicitation is posted to the Governmentwide Point-of-Entry via www.SAM.gov.

Background:

BNL is a Department of Energy (DOE) National Laboratory multidisciplinary research facility, located on Long Island, New York.

Requirement Description:

BNL intends to solicit for Uniform Rental and Laundering Services as defined in Attachment A, Statement of Work.

BNL also intends to include the Integrated Contractor Purchasing Team (ICPT) provisions in any potential solicitation to allow for potential award of an ICPT agreement. The ICPT is composed of a group of DOE Contractors with the goal of forming strategic purchasing agreements through leveraging the buying power of the DOE Contractor Community. This concept requires the Offeror to think of the DOE Contractor Community as a single entity, not as individual sites or locations, much like a corporation would place national agreements to be used by any of their locations. The team’s philosophy is to minimize duplication in the acquisition process and to establish long-term relationships with world-class suppliers.

The instrument used by the ICPT is a Basic Ordering Agreement (BOA). A BOA is not a contract and is unfunded. Any BOA awarded by the ICPT is not a mandatory source for the DOE complex. Therefore, it is in the offerors best interest to make this agreement “irresistible.” The ICPT will commit to the following:

· Provide the supplier with a listing of all DOE Contractors and their procurement point of contact,

· Support and promote the agreement within the complex,

· Provide presence on the ICPT Home Page (https://icpt.doe.gov), and

· Maintain full and open communication.

The ICPT looks to the supplier for the following commitments:

· Pricing to be aggressive with pricing discounts greater than currently available under Offeror’s GSA Schedule (if applicable), manufacturer’s List Price,

· Stay on the cutting edge of technology in their market,

· Institute continuous improvements to provide the BEST PRICING,

· Maintain on-time delivery performance,

· Provide any new market information that could enhance the DOE Contractors performance,

· Provide quarterly reports to the ICPT POC (to include site participation, dollars spent, volume, and cost savings),

· Market the agreement throughout the DOE Contractor Community,

· Work with individual sites to incorporate the agreement into site specific orders/agreements, and

· Perform all work within the scope of work as provide in the solicitation.

Any BOA issued under the ICPT concept will contain the following key elements:

· Multi-year period of performance,

· Established price structure, and

· ICPT Standard Terms and Conditions.

BNL intends to issue a solicitation in support of this requirement. The anticipated award is for an ICPT Agreement.
