About this file
This document is a set of Questions and Answers related to RFQ No. 443822 for Forward HCal SiPMs. The RFQ is seeking quotes for photomultipliers (SiPMs) to be used in the Forward Hadronic Calorimetry system for the Electron-Ion Collider (EIC) project, issued by Brookhaven Science Associates, LLC (BSA) on behalf of the U.S. Department of Energy (DOE) Office of Science.
The key details include:
- The RFQ requires quotes for two types of SiPMs (a and b) meeting minimum specifications detailed in the Specifications document.
- Samples may be requested during various phases of the procurement process, with an approval for production required for the initial production of the type (a) and (b) SiPMs.
- The peak sensitivity of the SiPMs is not a minimum requirement, but the photon detection efficiency should be greater than 25% in the 450-470 nm wavelength range.
- The RFQ includes a delivery schedule for the SiPM batches, and the vendor must estimate the scope of any remaining development work to fit the stated Deliverables and Schedule.

Questions and Answers:
Question 1. For successful participation is it necessary to provide both types a) and b)?
Answer 1. Yes
Question 2. Would a 2x2mm2 with 15µm SPAD pitch be considered as type a)?
Answer 2. The "minimum" requirements are detailed on page 7 of the Specifications in the table. Larger area of the SiPM will increase the light collection, so larger is better.
The only limitation here should be, that for the smaller version the area should not exceed 2 mm x 2 mm.
Question 3. In which phase are samples requested? Can we apply and trigger the development project after we are considered in the tender?
Answer 3. The table on page 15 of the Statement of Work lays out the delivery schedule of the batches. Approval for Production should only be necessary for initial production of type (a) and (b) SiPM's (phases 2 and 3 are considered a continuation of phase 1). We will carry out Acceptance Tests (section 3.2.2) which may result in re-inspection and tests (section 4.6). It should be up to the vendor to estimate the scope of any remaining development project which fits into the Deliverables and Schedule.
Question 4. Is a peak PDE at 420nm better than at 450 nm? Our understanding is that you have a minimum PDE requirement at the peak emission wavelengths of your scintillator. In this context, it would be helpful to know how "better than the minimum requirement" would be defined.
Answer 4. The peak sensitivity is not a minimum requirement. Here, a range is given in the table on page 7 in the Specifications, 450-470 nm. In this range, the photon detection efficiency should be larger than 25%.
