About this file

This is a Solicitation Waiver Justification and Request Form submitted by the Nevada Department of Emergency Management to the State of Nevada Department of Administration Purchasing Division. The request seeks approval for a professional service exemption to contract with Grantanalyst.com, LLC DBA Zoomgrants for a cloud-based Grants Application and Management System to be used by division staff and designated grant sub-recipients. The contract term is from BOE Approval through June 30, 2027, with a one-time purchase designation.

The total estimated value of the service contract is $54,000, funded 100% through federal funds. The agency has previously contracted with Zoomgrants, with past contracts valued at $55,000 (6/25/24-4/30/26), $40,500 (10/18/22-5/31/24), and $80,000 (1/30/20-6/30/22). The waiver request cites that the current vendor, Carahsoft-Submittable, is unable to provide the required financial tracking services, necessitating a return to Zoomgrants. The system uses SAS 70 Type II Certified data centers and includes custom developed software and data conversion capabilities. The agency notes that alternative grants software pricing is significantly higher than what their decision unit can cover.

Provide a description of work/services to be performed or services with goods to be purchased:

This contract is to provide user access to a cloud-based Grants Application and Management System to be used by division staff and designated grant sub-recipients.

What are the unique features/qualifications required for these services/services with goods that are not available from any other vendor?

We currently have a service agreement with Carahsoft-submittable, and would like to renew our contract with Zoom Grants. Carahsoft-submittable, is unable to supply the services outlined in the service agreement. Therefore the division deems it necessary to resume services with our prior vendor Grantanalyst.com, LLC DBA Zoomgrants for our grant management software.

Explain why these services/services with goods cannot be competitively bid and why this purchase is economically only available from a single source:

The current vendor, Carahsoft-Submittable, was unable to supply the requested services and we did not anticipate this issue. Consequently, we are unable to go out for bid.
