About this file

This is a Data Item Description (DID) document that establishes format and content requirements for a Production Surge Plan deliverable in federal contracts.

The Production Surge Plan (DI-MGMT-80969) delineates a contractor's capability to rapidly accelerate and sustain production utilizing existing facilities and equipment in a peacetime acquisition environment without requiring a declaration of war or mobilization. The plan must be submitted when a contract includes production surge capability requirements. The DID specifies that the Production Surge Plan shall consist of the following mandatory elements: (1) Rate—documenting the maximum sustainable production rate with a month-by-month buildup schedule and verification that vertical planning has been completed, including consideration of subcontractor and vendor capabilities for component and material delivery; (2) Lists of Items—two separate lists identifying subcontracted and non-subcontracted items/components by nomenclature, part number, leadtime, and production volume, with subcontractors and vendors identified by name and address for each tier level necessary to adequately identify long-leadtime, critical, or pacing items; (3) List of Contracts—identifying Government contracts at the contractor's facility with production surge provisions, including contract numbers, items, and Defense Materials System and Defense Priorities Systems priorities; (4) Impact—describing surge effects on other Government contracts and the contractor's commercial business; (5) Labor—identifying additional skilled labor requirements such as machinists and tool makers needed to support maximum sustainable production; (6) List of Materials—identifying strategic or critical materials and precious metals required, with rolling inventory plans to maintain surge production within six months and substitute materials options; and (7) List of Production Equipment—detailing tooling, equipment, and costs that would increase surge production capability by at least 10 percent or reduce leadtime, with estimated impacts on surge production rates and leadtime. The document supersedes DI-P-1634A and is approved for public release with unlimited distribution.
