PERFORMANCE WORK STATEMENT

TO REPLACE UTILITY METERS PHASE

PERFORMANCE WORK STATEMENT TO REPLACE UTILITY METERS

Overview This Performance Work Statement is intended to describe what work is required to replace utility meters on Dover AFB. This Performance Work Statement shall serve as a basis for contracting work, as listed below.

1. DESCRIPTION OF SERVICES.

The Contractor shall provide all design, labor, materials, tools, and equipment necessary to provide and install new electric, water and natural gas to the building listed in Attachment 1 to Automated Meter Reading Software (AMRS) at a later date by others below. Work shall be accomplished in accordance with the detailed scope shown below.

1.1 Gas Meters- All new gas meters shall be replaced one for one and be capable of delivering consumption data into the AMRS. The new meters shall be scaled accurately by the contractor and meet UFGS 32 51 13.00 30 and meet the requirements of gas meters specified in the Air Force Meter Data Management Plan. Those specifications are outlined in Attachment 2.

1.3 Electric Meters – All new water meters shall be replaced one for one and be capable of delivering consumption data into the AMRS. The new meters shall be scaled accurately by the contractor and meet UFGS 26 27 14.00 20 and meet the requirements of electric meters specified in the Air Force Meter Data Management Plan. Those specifications are outlined in Attachment 2.

1.4 Removal and disposal: The Contractor shall remove and dispose of all old and used meters, material, and electrical parts to an off-base site.

1.5 Coordination: The Contractor shall notify and coordinate with the COR/CE Shops for all utility outages for the respective zones no later than 2 days prior to the power shutoff request.

1.6 Staging: The Government will provide the contractor with a staging area for equipment and materials storage. Contact COR for location.

2. PERFORMANCE REQUIREMENTS

3. SERVICE REPAIR & SAFETY PROTOCOL. The contractor shall notify the COR, a minimum of two weeks in advance, before proceeding with any service requested by the end user that is covered by the warranty on the installed meters to determine if any coordination is needed with other base agencies. The contractor shall notify the COR of being on the job. The contractor shall determine what is needed to return meters to a full operational capability IAW industry standards and applicable with manufacturer instructions. Upon completion of service, the contractor shall notify the COR. The contractor may be held liable for any uncoordinated repairs that result in a work stoppage and may be required to terminate operations if it is determined that the work the contractor performed was not cleared through base agencies listed above.

4. WORK EXPERIENCE & CERTIFICATIONS. The contractor shall provide certifications for all employees assigned to work on this installation. The certifications must show that the individuals are qualified and have experience working with utility systems similar in design and nature to those utility meters found lights on DAFB. The contractor shall maintain employee competency for duration of the contract. The contractor shall submit all certifications to the Contracting Officer with their bid schedule prior to award of contract.

5. WARRANTY. Upon completion of the project, contractor shall furnish the manufacturer’s warranty on all products that are used from the completion date, which will be signed by the COR. Contractor shall warrant all workmanship/craftsmanship for a minimum of 1 year from completion date, which will be signed by the COR.

6. CONTRACT ADMINISTRATION REQUIREMENTS

6.2. SUBMITTALS – All proposed utilities meters must be approved by Civil Engineering (CE) prior to purchasing/installing.

6.3. FINAL INSPECTION/ACCEPTANCE

a) The Contractor shall conduct a final inspection with applicable personnel within the Civil Engineering Operations Flight, CE Electrical Shop, and Contracting Squadron to conduct a detailed and thorough inspection to identify construction deficiencies and remaining contractual items, if any.

b) Final acceptance occurs when the Government accepts the work as complete. If there is no follow-on work under another contract or task order, then Final Acceptance would also be the completion date.

7. GENERAL INFORMATION

7.2. HOURS OF OPERATION. The Contractor shall have 24/7 access to Dover AFB to perform all work during the performance period of the contract. In order to prevent power outages during the normal work day hours. The contractor must contract the COR to coordinate all work that needs to be performed before or after the normal base operation hours (0530 to 1730 Monday thru Friday). The contractor is not required to provide services on Federal Holidays which are New Year’s Day, Martin Luther King Day, President's Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day and Christmas Day as prescribed by law.

7.3. VEHICLES AND PASSES. All contractor or contractor employees’ vehicles used for the performance of this contract shall comply with all local, state and federal regulations. In addition, all vehicles described above must be registered through the Security Forces Squadron, Pass and Registration and will comply with DAFB directives when entering the Dover AFB through the commercial gate. All personnel needing base access will need a base pass. Please forward the name, date of birth, living address, SSN, driver’s license number and state of issue for all personnel needing access to the COR for processing at least 10 days in advance of start date.

7.4. CONTRACTOR PERSONNEL. The contractor’s personnel shall conduct themselves in a professional manner. Contractor uniforms, badges, and appearance standards shall be commensurate with industry standards. The military uniform or any part thereof, may not be worn by Contractor’s employees while performing work under this contract.

8. SECURITY AND SAFETY REQUIREMENTS. In performing any work under this contract on premises which are under the direct control of the Government, the Contractor shall conform to all safety rules and requirements prescribed in Air Force Pamphlet 91-210, Contract Safety and Public Law 91-596, The Occupational Safety and Health Act of 1970. Effective on the date of this contract, the contractor shall take such additional precautions as the Contracting Officer may reasonably require for security, safety, traffic fire, personnel clearances and accident prevention purposes. The Contractor agrees to take all reasonable steps and precautions to prevent accidents and preserve the life and health of the Contractor, Government Property and Government personnel performing or in any way coming in contact with the performance of this contract on such premises. These requirements are additional to and do not replace the standards promulgated by the Department of Labor under the Occupational Safety and Health (OSHA) Act. In the event of a conflict between the OSHA Standards and these requirements, the most stringent shall apply. Any violation of such rules and requirements, unless promptly corrected, as directed by the Contracting Officer, may be considered grounds for termination of this contract in accordance with the default provisions hereof.

8.1.1. SECURITY. All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the governmental installation shall abide by all security instructions and directives of DAFB.

Employees are responsible for safeguarding all government property provided for contractor use.

8.1.2. At the close for each work period, equipment and materials shall be secured.

8.1.3. The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified during the Criminal Background Check (CBI).

8.1.4. Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Employees and subcontractors later found to be undocumented or illegal aliens will be remanded to the proper authorities.

8.1.5. The contractor shall submit any request for compensation on delays to the Contracting Office for approval. The contractor shall notify the Contracting Office or authorized representative as soon as the contractor realizes/determines of any potential delays in accordance with the terms and conditions of this requirement.

8.1.6. All contractors and subcontractors when working in a Controlled, Restricted or other sensitive areas must be escorted at all times. The military agency or unit responsible for the project or work is responsible for providing the escorts. The Contractor shall follow existing procedures and instructions for obtaining entrance to restricted or controlled areas.

8.2. INSTALLATION ACCESS. The contractor shall obtain personal contractor identification badge for all employees and vehicle passes for all contractor and personal vehicles requiring entry onto DAFB from Pass and Registration, for the duration of the contract. Employees are only permitted to enter the installation during the date and time periods indicated on their contractor badge. Vehicle registration, proof of insurance and a valid driver’s license must be presented for all vehicles while operating on the installation. All vehicles entering the installation or sensitive areas are subject to search. Any refusal or non-consent by an employee will result in termination of their base access and immediate confiscation of this access badge.

8.2.1. During Force Protection Condition (FPCON) Normal and Alpha, personnel without base issued badges must be sponsored onto the installation.

8.2.2. During FPCON Bravo, Charlie and Delta, personnel without base issued identification shall be physically escorted onto the installation.

8.2.3. During Higher FPCONs (Charlie and Delta) the base will curtail non-essential operations/functions; access by Non-Essential Contractors will be suspended as the direction of the Installation Commander.

9. HAZMAT REQUIREMENTS. The contractor shall submit Material Safety Data Sheets

(MSDS) of all chemicals planned for use on DAFB.

9.2. Purpose. As required by AFI 32-7086, paragraphs 2.5.5.2.4, 2.5.5.2.8 and 2.5.5.2.9;

requires DAFB to account for all hazardous materials (HAZMATs) brought on the facility to include contractors as well as providing procedures for the reporting of those items.

9.2.1. This part outlines actions to be taken by the contractor in the request for approval of hazardous materials prior to initiating field activities associated with the subject project and the reporting of approved hazardous materials usage during contract performance.

9.2.2. Compliance with this part is mandatory and contractor failure to comply will result in the contractor not being allowed to bring any hazardous materials on DAFB. Contractors must also comply with mandatory Federal, State and local guidelines, regarding storage and management of hazardous materials. Failure to comply can result in legal action by Federal, State or local enforcement officers against the offender.

10. RESPONSIBILITIES. Contractor Reported Usage of HAZMAT.

10.1 Contractors must submit to the associated Contracting Office the information and supporting documentation including Material Safety Data Sheets (MSDSs) necessary to obtain HAZMAT usage authorization. Report data on the HAZMAT used during the performance of the contract at intervals and in the format specified by DAFB.

10.2 The contractor shall provide a completed DAFB HAZMAT Chemical Worksheet (Appendix A) for each HAZMAT to be used during the duration of the contract to include the MSDS. This list of all HAZMATs shall be provided at the beginning of the contract. Any additional HAZMATs required during the course of the contract shall be requested for approval at that time. In addition, the quantity of chemicals expended will be reported to the DAFB Hazardous Materials Pharmacy (HAZMART) by filling out the Contractor’s Monthly Report (Appendix B) for HAZMATs. Both the Worksheet and Monthly Report forms shall be provided upon award of contract.

10.3. WASTE and HAZARDOUS WASTE REMOVAL. The contractor shall dispose of all waste generated in the performance of their task. No hazardous waste or solid waste materials shall be placed in any trash receptacle on DAFB. The Contractor must comply with all federal, state, and local regulations regarding the transport and disposal of any and all hazardous wastes generated as a result of maintaining and repairing fire extinguishing and fire alarm systems under this contract.

10.4. MATERIALS. All materials used in the performance of services on the installation shall be in compliance with industry standards, local, Federal and State laws, and will be used according to manufacturers’ recommendations. Materials will be used for intended purposes and will be stored and utilized in accordance with industry standards. The Contractor will submit Material Safety Data Sheets on all materials to be used fifteen (15) days prior use for approval by the COR and the Environmental Flight Hazardous Waste Coordinator.

Attachment 2 Meter Specifications

A. Electrical Meter Specifications:

1. The following list of meters were evaluated, meet the AMRS meter specification and shall function within the AMRS platform. All networked devices, their integrated firmware and software will be approved by the PMO for use in the AMRS. PMO approval is contingent upon the device, in its fielded configuration, passing USAF cyber and AMRS compatibility testing. Meters not on the approve list shall be tested and approved by the government at Contractor’s expense.

2. Meter Installation Guidelines

Contractor shall assume all existing equipment is working properly. If during the post award survey portion of the SOW an existing piece of equipment is found to be malfunctioning, then the contractor shall bring it to the government's attention to determine how to proceed. An RFI shall be submitted. This may require a contract change to delete this meter from the scope or to add a new meter.

All due diligence to survey the existing site conditions is the responsibility of the contractor.

New and relocated meters shall be installed adjacent to the main distribution panel in a separate enclosure unless otherwise noted

All new and relocated meter assemblies be located approximately 5 feet above the ground (4 feet minimum -- 6 feet maximum).

All new meter installations, including relocated existing meters, shall include the installation of new properly sized split or solid core current transformers (CTs). Accurate sizing of new CTs is the responsibility of the contractor.

If CT installation method includes disturbing the bonds of existing cables or wiring within the gear, before and after IR scans shall be performed before removing and after torqueing the connections to ensure the integrity of the conductor bonds.

All new meter installations, including relocated existing meters, three phase voltage will be supplied from a three phase breaker/disconnect or fused voltage source which shall be labeled and marked in electrical meters and electrical panels.

All meter safety disconnect switches shall be marked as follows” Meter Disconnect NOT Service Equipment” per the NEC. In addition, instructions to safely engage the safety disconnect switches and short the CT conductors shall be included inside each meter assembly

Meter assemblies shall be provided with voltage and current safety disconnect devices or equivalent so that the meter assembly can be worked on safely over the life of the meter installation and not require utility outages for servicing. Additionally, meters shall have control power regardless of breaker position when installed in a split buss switchgear

In the event communications equipment and/or a metering device has to be located in an exterior location, the NEMA enclosure must be a lockable NEMA 4 enclosure. All new install interior meters are required to be enclosed in a NEMA 3 enclosure unless otherwise noted.

All new meter installations, including relocated existing meters, shall be connected from the meter, to a RJ45 jack in the mechanical room, to a patch panel in the communications room, and then to the Air Force switch in the communications room.

Preferred technical approach to network communication cabling in excess of 328 feet is:

Fiber optic cable and fiber media converters with dedicated power supplies. Fiber media converter shall be installed in the communications room within 6 feet of the network switch and within 6 feet of the electric meter enclosure.

Surge protection is required on all communication cabling extending from the exterior to the interior of a facility. This includes gas meter communication cables from the exterior to the interior of the building.

Meter assemblies and communication receptacles accessible to the public must be installed in a locked enclosure.

Testing process: Meters submitted will go thru a destructive and non-destructive PIN testing, as well as network and software integration testing. Manufactures must provide full firmware code and firmware versions. All meters must provide full data and adjustable sampling rates as required by the AF AMRS software. Meters at a minimum must meet cybersecurity requirements as identified in (AMRS – Advanced Meter Reading System).

Multiple meters may be required to accomplish this. All meters provided will be retained by the AF for ongoing patching and analysis in support of a security configuration guide. Any device submitted must communicate using MODBUS TCP-IP and integrate with the AF enterprise AMRS software. Devices must also comply with standards in UFC 4-010-06 and be approved under a system authority to operate under

DODI 8510.01.

B. Compatible Gas Meter Specifications

AMRS compatible gas metering solutions consist of a componential system to achieve the goal of delivering gas consumption data into the AMRS. To accurately scale output pulses the contractor shall obtain building gas usage from base personnel, taking into account peak demand when sizing the components that are necessary as well as determining peak pulse rate as to not saturate the receiving device and risk losing captured pulse data. The various components that may be necessary include but are not limited to the following: Gas Meter, Pulse Kit, High Speed Dividing Pulse Relay, Surge Suppression Device, Accumulator, Electric Meter with digital input availability.

Pulse kit must be able to produce a two-wire (Form A) pulse output via RS485

Pulse output shall be delivered to a high speed dividing pulse relay that has the capability of producing a wetting voltage if necessary

High speed dividing pulse relay shall provide isolated pulse outputs (Form A) that shall be delivered to an AMRS compatible electric meter

Gas meters that can communicate to AMRS via the Modbus/TCP protocol may be acceptable if they can pass technical and cybersecurity evaluations directed by the AMRS PMO. At this time there are no tested or approved Modbus /TCP gas meters

C. Compatible Water Meter Specifications AMRS compatible water metering solutions consist of a componential system to achieve the goal of delivering water consumption data into the AMRS.
