About this file
This document contains the preliminary results for the 2023 Douglas District Aerial Roosevelt Elk Survey procurement conducted by the Oregon Department of Fish and Wildlife. The procurement sought a contractor to provide a helicopter, experienced pilot, fuel truck, and driver to fly three agency biologists to conduct surveys of free-ranging elk in Coos and Douglas counties. The survey flights were expected to occur between February 1 and February 28, with approximately 30 hours of flight time anticipated per year.
The preliminary results indicate that three vendors submitted bids, which were scored by a panel of three members. The maximum possible score was 300 points, with 70 points awarded for technical factors and 30 points for estimated fees. The top-scoring vendor was APEX Helicopter, which received a total score of 284 points for both the AS350 and B206 helicopter options.
