About this file
This is a Memorandum for the Record (MFR) justifying the use of other than full and open competition for an acquisition under the Simplified Acquisition Threshold for document 4303VL00. The procurement is for ultra-high purity 316 stainless steel tubing (Swagelok P/N: 6L-T24-S-134-20-E2) with specifications of 1-1/2 inch OD, 0.134 inch wall thickness, 20 foot length, electropolished finish.
The sole-source justification is based on Swagelok Northwest (US) being the only authorized distributor, with the components being part of critical nuclear test equipment assemblies requiring precise specifications for safety and reliability. The document cites that intermixing components from different manufacturers could result in safety problems and increased costs. Supporting documentation includes Swagelok's Installation Training Manual and Limited Lifetime Warranty. The components are direct replacement parts for existing equipment at Puget Sound Naval Shipyard that have been tested and approved, with alternative testing estimated to take over a year and negatively impact project schedules.

THE SIMPLIFIED ACQUISITION THRESHOLD FOR DOCUMENT 4303VL00
I. BACKGROUND:
1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).
2. As required by FAR 13.106-3(b)(3)(i), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.
II. DESCRIPTION OF ITEM OR SERVICE:
TUBING FOR USE WITH SWAGELOK ORBITAL WELDER, ULTRA HIGH PURITY
1-1/2 INCH OD, 0.134 INCH WALL THICKNESS, 20 FOOT LENGTH
316 STAINLESS STEEL, ELECTROPOLISHED
SWAGELOK P/N: 6L-T24-S-134-20-E2

3. X OTHER REASONS. Other reason not identified above.
This component is part of various complex and critical nuclear test equipment assemblies (Replacement Ball Kits, Support Rings, Connectors, Elbows, Unions, Tee Unions, Adapters, and Hose Assemblies) manufactured by Sw -tight seals that will withstand high pressure, vibration, vacuum, and temperature changes. The critical interaction of precision parts is essential for reliability and safety, Swagelok connections are reliable connection that will not leak when used d intermixing components made by different manufacturers can result in unpredictable performance, environmental releases, safety problems, and increased costs. The practice of intermixing different manufacturer fittings is unsound and can be dangerous in critical applications. These (Replacement Ball Kits, Support Rings, Port Connectors, Elbows, Tee Unions, Tee Reducing Unions, Adapters Male Tube, Adapters Female Tube, Hose, Connectors, Unions, and Adapters) are direct replacement parts for existing equipment that has been tested and found to be technically acceptable.
program and tested for reliability could exceed a year and negatively impact project schedule Completing this requirement will cause substantial duplication of cost the
Government that is not expected to be recovered through competition, and unacceptable delays in fulling this requirement. See FAR 6.302-1.
*These are for existing brand name equipment.
This is an identical replacement part; Original Equipment Manufacturer is Swagelok. Items manufactured by Swagelok meet the required critical interaction of precision parts that is essential for reliability and safety and do not need to be retested or evaluated for use in nuclear test equipment by Puget Sound Naval Shipyard.
