PART 1 – SCOPE OF WORK
I. BACKGROUND/INTRODUCTION
The St. Johns River Water Management District maintains several water control structures, pump stations, and multiple properties throughout the District (see attached District properties map). These structures contain various electrical control panels and electrical systems that operate gated water control structures and pump stations including back-up generators. The properties contain several residences, lighted parking lots and other infrastructure that contain various electrical systems of varied sizes and voltage. The District does not employ staff who are licensed to perform electrical maintenance on these structures/properties and given the complexity of these electrical systems, the District requires outside assistance when these systems fail to operate as intended. In many instances, the District does not have electrical specifications and drawings to support the structures.
II. OBJECTIVE
The objective is to retain a qualified, experienced, licensed electrical contractor knowledgeable in water control structures, including generators, motor control systems, electrical control panels, and transfer switches, as well as electrical systems of various sizes and voltages for indoor and outdoor applications. The Contractor will provide emergency troubleshooting and routine electrical repair work as needs arise throughout the year. Timely restoration of water control structures is critical to mitigating upstream and downstream flooding risks because these structures are primary controls for the federal flood control system in the District.
III. SCOPE OF SERVICES
The selected Contractor shall provide all labor, equipment, tools, materials, and supervision for all electrical services projects requested by the District. For projects requiring immediate attention and time is of the essence, work will be paid based on the time spent and materials used to diagnose and or troubleshoot a system. For work that is not considered an emergency, a Work Order will be issued by the District that will include a definitive Statement of Work detailing the services required. In some instance, the work may only include consultation as to the nature of the problem, troubleshoot the problem or provide input for future Capital projects. In this manner, the District can better define the scope of work and budget for future work.
All Work under the resulting Agreement will be authorized by written Work Order, District Supplemental Instruction, Purchase Order, or other District-approved written authorization before non-emergency work begins. Each authorization should identify the site, requested services, applicable labor classifications, estimated labor hours, material or equipment needs, schedule expectations, and any special access, safety, or permitting requirements.
Emergency work may be authorized verbally by the District Project Manager or designee, provided that the verbal authorization is documented in writing as soon as practicable. Work may be performed at any time, as required to support operational, maintenance, repair, troubleshooting, emergency response, or restoration needs. For purposes of the Agreement, Regular Business Hours are defined as Monday through Friday, 7:00 a.m. to 6:00 p.m., excluding District-recognized holidays. Non-Regular Business Hours are defined as all hours outside of Regular Business Hours, including evenings, weekends, and District-recognized holidays. The District may authorize Work during either Regular Business Hours or Non-Regular Business Hours as necessary to support District operations and project requirements.
The National Electrical Code and local codes shall govern all electrical equipment and construction work.
IV. TASK IDENTIFICATION
Contractor’s responsibilities shall include, but not be limited to the following:
Rev. 7.25.26 42445IFB26 | Page 4 of 47
a. For work that is not considered emergency, work with District to provide a scope of work and budget including estimates of staff time and materials/equipment required for each work order to be issued.
b. When emergency work is requested, the Contractor shall respond and arrive on-site within four (4) hours of notification or as agreed to with the District’s Project Manager, verify the emergency condition, and proceed with the required work without delay.
c. Obtain all permits and inspections required for the performance of the Work.
d. Locate all existing underground utility services prior to commencing Work. The Contractor is responsible for contacting Sunshine State on call of Florida before any excavation.
e. Work in a safe environment, including following all lock-out/tag-out procedures.
f. Complete all work orders in a timely fashion. Identify and discuss with the District’s Project Manager any issues that may arise during the work and are outside the initial work order.
District responsibilities shall include a minimum of the following:
a. For work that is not considered emergency, meet with Contractor to identify problems and develop Statement of Work.
b. For emergency related work, meet contractor onsite or describe situation such that the contractor can respond and make necessary repairs.
c. Provide Contractor with a written Work Order containing the Statement of Work and cost estimate.
d. Coordinate work and access to site(s) with Contractor.
e. Provide site and/or construction/electrical plans when available.
f. Inspect and approve completed work prior to invoicing

Stat., exempts from being open to the public, any portion of a meeting at which: (1) a negotiation with a Respondent is conducted pursuant to a competitive solicitation; (2) a Respondent makes an oral presentation as part of a competitive solicitation; (3) a Respondent answers questions as part of a competitive solicitation; or (4) negotiation strategies are discussed. Also, recordings of, and any records presented at, the exempt meeting are exempt from §119.07(1) and §24(a), Art. I of the State Constitution (Public Records) until such time as the District provides notice of an intended decision or until thirty (30) days after opening the submittals or final replies, whichever occurs earlier. A complete recording shall be made of any portion of an exempt meeting. No portion of the exempt meeting may be held off the record.
(f) Pursuant to §286.0113 Fla. I of the State Constitution (Public Records) until such time as the District provides notice of an intended decision concerning the reissued competitive solicitation or until the District withdraws the reissued competitive solicitation. A recording and any records presented at an exempt meeting are not exempt for longer than 12 months after the initial District notice rejecting all submittals.
(g) Upon award, Respondent becomes Contractor.
2.15 EXAMINATION OF CONTRACT DOCUMENTS
Respondent is solely responsible for being fully informed of the conditions under which the Work is to be performed in relation to existing conditions. Respondent is responsible for carefully examining the general area of the Work, the requirements of the drawings and other Contract Documents (defined in the Agreement) related to the Work, the time in which the Work shall be completed, and any other details of the Work. Respondent shall satisfy itself from its own personal knowledge and experience or professional advice as to the character of the Work, the conditions and materials to be encountered, the character, quality, and quantities of the Work, and any other conditions affecting the Work, including surrounding land.
Failure to satisfy the obligations of this paragraph will not relieve a Successful Respondent of its obligation to furnish all material, equipment, and labor necessary to perform the Agreement and to complete the Work for the consideration set forth in its submittal. Any such failure will not be sufficient cause to submit a claim for additional compensation.
No verbal agreement or conversation with any District officer, agent or employee, either before or after the execution of the Agreement, will affect or modify any of its terms.
2.16 EXECUTION OF AGREEMENT

Failure to timely execute the Agreement and proceed with performance as required may be deemed a breach and may result in rejection of the submittal, cancellation of award, and any other remedies available to the District under the solicitation, the Agreement, or applicable law.
(c) Unless all submittals are rejected, the Successful Respondent shall execute and return the Agreement to the District within ten (10) business days of receipt along with each of the following:

A copy of the fully executed Agreement will be sent via e-mail to the Successful Respondent. The District reserves the right to cancel award of the Agreement without liability at any time before the Agreement has been fully executed by all parties and delivered to the Successful Respondent.
(e) Failure upon the part of the Successful Respondent to execute the Agreement or timely submit the required evidence of insurance coverage, or any other matter required by the Agreement, will be just cause, if the District so elects, for the recommended award to be annulled.
