About this file
This Addendum #1 document, issued by the St. Johns River Water Management District, provides clarification to prospective respondents regarding the Invitation for Bids 42443 for the purchase of sheet pile material for Lake Washington in Brevard County, Florida. The solicitation requests bids for approximately 85 sheets of cold-formed steel sheet pile, 25 feet in length, meeting SKZ 24 and ASTM A572 Grade 50 specifications, to construct approximately 200 linear feet of wall along the south side of the Lake Washington weir. Materials must be delivered between October 1 and October 31, 2026, to Lake Washington Park Boat Ramp in Melbourne, Florida. The bid due date remains August 11, 2026, at 2:00 p.m., with questions due August 3, 2026, at 5:00 p.m. No pre-submittal meeting has been scheduled.
The addendum addresses two critical inquiries from prospective bidders: the qualification requirement for two material supply projects with a minimum value of $100,000 each is confirmed as a mandatory minimum qualification requirement that cannot be waived or modified, and the sheet piles are specified as bare steel rather than galvanized or coated. Respondents must demonstrate a minimum of three years of experience supplying and delivering sheet pile and have successfully completed at least two similar projects within the last three years. The estimated contract value is $150,000, with unit prices required to include all delivery, freight, and handling costs. Materials must be new, unused, and free from defects. Final invoices must be submitted no later than 45 days following the October 31, 2026, completion date, with a 10 percent penalty applied to late submissions unless waived by the District. The agreement is contingent upon funding availability and requires proof of insurability, Florida Secretary of State registration, and E-Verify compliance.

SUBJECT: Addendum #1 to Invitation for Bids, 42443 - Purchase of Sheet Pile - Lake Washington
As a result of an inquiry received regarding the above-referenced solicitation, the following information and clarification is provided for your information.
1. The solicitation requests two material supply projects with a minimum value of $100,000 each. Could you please confirm whether this is a mandatory qualification requirement, or if the District may also consider suppliers with comparable material supply experience on projects below that value?
The requirement for two material supply projects with a minimum value of $100,000 each is a minimum qualification requirement of the solicitation.
The District is not able to waive or modify the stated minimum qualification requirements for individual bidders. Therefore, material supply projects below the $100,000 threshold would not satisfy this specific requirement.
2. Regarding the referenced IFB, are the sheet piles bare, galvanized, or coated?
The sheet piles are bare steel.
NOTE: The Bid Due Date remains 2:00 PM, August 11, 2026.
