About this file

This is a bid specification document for a cooperative milk purchasing program between Washtenaw and Livingston Schools in Michigan for the period of July 1, 2018 through June 30, 2019, with an option to extend through June 30, 2020. The bid seeks vendors to supply and deliver various types of milk products including fat-free and 1% low-fat varieties in vanilla, chocolate, strawberry, and white flavors, all in 8 oz half-pint containers. The estimated quantities range from 27,540 units of fat-free vanilla milk to 884,400 units of fat-free chocolate milk annually. Sealed bids are due by 11:00 a.m. EST on May 15, 2018, with public bid opening at 11:05 a.m. at the Washtenaw Intermediate School District Teaching & Learning Center Building. Deliveries are required at least twice weekly before 10:00 a.m. to 38 specified school locations across both counties.

Price adjustments during the contract period are allowed only based on Michigan Milk Producers Association (MMPA) Class I raw milk price changes, with 21 days advance written notice required for increases and 10 days for decreases. Vendors must provide both pre-ordered and "peddle style" delivery pricing options on the bid form, though peddle style service is not required to win the award. Optional milk cooler lease/rental pricing can be included. The bid emphasizes quality requirements including Grade A pasteurized and homogenized milk with specified vitamin fortification, temperature controls (35-38 degrees Fahrenheit at delivery), and minimum 7-day shelf life. No minimum order quantities are required unless specified by the vendor on the bid form.
