About this file
This is Addendum 3 to an Invitation for Bids issued by the St. Johns River Water Management District (SJRWMD) for the Pablo Creek Conservation Area Security Residence Renovation project (42366IFB26). The addendum clarifies five key aspects of the project scope and confirms the bid due date of August 17, 2026 at 2:00 p.m. The clarifications address electrical work, garage door replacement, landscaping responsibilities, ceiling painting requirements, and kitchen appliance specifications. The District confirms that SJRWMD staff will install required GFCI receptacles and handle all landscaping outside the immediate project scope, while contractors are responsible for replacing both the overhead garage door and service door, painting all residence ceilings white, and providing new mid-tier white General Electric appliances for the kitchen including a refrigerator, dishwasher, electric range, and range hood. All drywall repairs and interior painting are to be included in the bid price, with stain-blocking primer applied to areas showing evidence of previous water damage prior to painting.
The addendum maintains the existing project parameters and pricing structure, with all clarified work items to be incorporated into respondents' bid prices as part of the all-inclusive cost for labor, materials, equipment, and installation. Prospective bidders must acknowledge receipt of this addendum on the bid form and direct any additional questions to LaDonna Johnson, Procurement Specialist, at ljohnson@sjrwmd.com. The clarifications provided in this addendum are considered part of the Scope of Work and supersede any conflicting language in the original solicitation documents.

SUBJECT: Addendum #3 to Invitation for Bids, 42366IFB26 – Pablo Creek Conservation Area
Security Residence Renovation
As a result of an inquiry received regarding the above-referenced solicitation, the following information and clarification is provided for your information.
1. Since there is no electrical scope in this project does the SJRWMD have its own electricians who will perform work onsite if needed or to pass inspections or should we plan to include this as part of our scope? This question was raised due to there being a lack of GFCI receptacles in “wet” locations.
Response: District staff will perform the installation of any required GFCI receptacles. No pricing for this work should be included in the bid.
2. It was discussed while onsite about replacing the side garage door but that is not contained within the scope. Can we please have confirmation that it is to be included?
Response: Yes. The garage service door replacement is included in the Scope of Work under Section IV, Task Identification, Paragraph 4.b.(i) Garage Door:
Install one new 16-foot-wide aluminum overhead garage door and one new 36-inch by 80-inch, steel exterior, nine-lite, pre-hung garage service door. Installation shall include all required tracks, hardware, weatherstripping, trim, anchoring, and operating components. Both doors shall comply with applicable local building-code and wind-load requirements.
Respondents shall include all costs associated with replacing both the overhead garage door and garage service door in their bid.
3. Can we receive confirmation that SJRWMD will take care of all landscaping in the immediate area of the home?
Response: Yes. District staff will be responsible for any landscaping activities that are outside the scope of this project.
4. Are the ceilings in the living room, kitchen, hallway and bedrooms going to be painted? The scope only calls for bathrooms.
Response: Yes. All ceilings in the residence are to be painted.
Refer to Scope of Work under Section IV, Task Identification, Paragraph 4.a.(vii) Interior drywall:
Install replacement drywall for up to 64 square feet, equivalent to approximately two 4’ x 8’ sheets, in areas where damaged drywall has been removed. The Work shall include installation of new ½-inch gypsum board; taping and finishing to a Level 4 finish; matching the existing adjacent wall texture; and priming and painting the repaired areas. Paint all ceilings white with a water-based acrylic latex paint. Prior to painting, apply a stain-blocking primer to areas showing evidence of previous water staining. Paint shall be applied uniformly to provide complete uniform coverage and a finished appearance.
This clarification shall be considered part of the Scope of Work and included in the Respondent’s bid price.
5. Do we need to replace all the kitchen appliances? (Kitchen Install: Shaker cabinets, Laminate countertops, Refrigerator, Dishwasher, Electric range, Range hood, Sink, Faucet, Connect and test appliances)
Response: Yes, Respondents shall provide and install new appliances as specified in Section IV, Task Identification, Paragraph 4.a.(iii) Kitchen:
Provide a “like-for-like” design and layout. Contractor shall install, connect, test, and confirm proper operation of all appliances and fixtures.
1. Install new kitchen cabinets such as Hampton Bay assembled shaker-style cabinets or a
District approved equal, and new laminate countertops with an integrated backsplash, such as Hampton Bay Textured Calcutta Marble with an eased edge or a District approved equal.
2. Provide and install new, mid-tier, white General Electric appliances or District approved equals, including one approximately 18-cubic-foot refrigerator, one dishwasher, one electric range, and one range hood. Provide and install one drop-in, single-bowl kitchen sink and one pull-down kitchen faucet with sprayer, such as the Kohler Sous Single-Handle Semi-Professional Pull-Down Kitchen Faucet or an approved equal. All products shall be new, off-the-shelf items purchased from a retail building-supply store or other District-approved supplier.
3. Existing appliances shall be removed and legally disposed of by Contractor.
NOTE: The Bid Due Date remains 2:00 p.m., August 17, 2026.
