About this file

This is an Addendum 2 to Request for Qualifications (RFQ) 42362RFQ26 issued by the St. Johns River Water Management District for Engineering Services related to the Apopka Field Station Renovation project. The addendum, issued August 12, 2026, addresses a question from potential respondents regarding a missing Drug-Free Workplace Form that was required in Tab A of the original RFQ submission. The addendum provides the complete Drug-Free Workplace Form for respondent completion and submission. The original submission deadline remains August 21, 2026 at 2:00 PM. The District is seeking qualifications from engineering and architectural firms licensed in Florida to provide professional design, bid support, and construction-phase services for improvements and expansion of the Apopka Field Station located at 25633 County Road 448A, Mount Dora, Florida. The scope includes approximately 1,700 square feet of new construction and facility improvements to the existing structure, with design work anticipated to initiate no later than October 1, 2026, final design and bid documents due January 29, 2027, and construction administration anticipated to conclude no later than September 30, 2027.

The estimated construction budget is approximately $500,000, though this estimate does not limit the District's discretion in awarding the agreement. Respondents must comply with Florida Statute 287.087 regarding drug-free workplace certification, which constitutes a tiebreaker evaluation criterion. Minimum qualifications require at least five cumulative years of experience in structural engineering and architectural or design services, with assigned lead professionals holding valid Florida licenses and possessing minimum five years of relevant experience. Firms must demonstrate successful completion of at least three similar building addition projects with construction administration within the past five years. District evaluation criteria include organization and expertise (45 percent), methodology (35 percent), Project Manager or Management Office location proximity to Mount Dora (2 percent), volume of prior District work awards (3 percent), and completeness of response (15 percent). The agreement includes no provisions for pricing adjustments during the contract term and requires standard compliance with insurance, licensing, public records, E-Verify enrollment, and Florida Prompt Payment Act procedures.
