About this file
This is an Addendum 1 to Request for Qualifications (RFQ) 42362RFQ26 issued by the St. Johns River Water Management District for engineering and architectural services related to the Apopka Field Station Renovation project located at 25633 County Road 448A, Mount Dora, Florida. The addendum extends the Last Day for Questions to August 12, 2026 at 5:00 PM and extends the submittal due date to August 21, 2026 at 2:00 PM. The District has waived the requirement that the Lead Engineer and Lead Architect be directly employed by the respondent firm, allowing these key personnel to be engaged as subconsultants, though all other key personnel requirements remain unchanged. Respondents must maintain minimum qualifications of five cumulative years of experience in structural analysis and design for the Lead Engineer and five cumulative years in architecture and design for the Lead Architect, with preference given to professionals possessing recent experience and prior work with Florida public entities.
The addendum establishes a Non-Disclosure Agreement (NDA) requirement for respondents seeking access to three concept design exhibits: the SJRWMD Final conceptual design, an aerial survey, and an aerial survey plain. The NDA obligates all respondents and their representatives to maintain confidentiality of protected information under Florida Statutes, including cybersecurity incident information, critical infrastructure data, building plans and blueprints, security and fire safety records, threat assessments, emergency evacuation plans, and internal facility layout information. Respondents must sign and submit the NDA to Shari Chinevere, Procurement Manager at schinev@sjrwmd.com or through hand delivery, U.S. mail, or national overnight courier to obtain the exhibits. Violation of confidentiality obligations may result in disqualification of the submittal and immediate contract termination.

ISSUE DATE: August 6, 2026

SUBJECT: Addendum 1 to 42362RFQ26 Engineering Services - Apopka Field Station Renov
As a result of questions received from potential respondents, please be advised of the following changes to the subject RFQ:
DUE DATE EXTENSION:
• The Last Day for Questions (LDQ) has been extended to August 12, 2026 at 5:00PM.
• The Due Date for Submittals has been extended to August 21, 2026 at 2:00PM
Questions/Answers
1) Section 2.1-c-1 & c-2 Key Personnel states the following:
(1) Respondent’s Lead Engineer must be directly employed by Firm and be a licensed Professional Engineer (P.E.) in the state of Florida at the time of submittal and have a minimum of five cumulative years of experience performing structural analysis and design. Lead engineers with more recent experience, and experience with Florida public entities, will receive greater consideration.
(2) Respondent’s Lead Architect must be directly employed by Firm and be a licensed Professional Architect (P.A.) in the state of Florida at the time of submittal and have a minimum of five cumulative years of experience in architecture and design. Lead architects with more recent experience, and experience with Florida public entities, will receive greater consideration.
Is there any flexibility regarding the requirement for the Lead Engineer to be directly employed by the Respondent? In the industry, it is not standard practice for a firm to have both an architect and a structural engineer on staff. Generally, the architect takes the lead and hires the structural, civil, MEP, and other required engineers as subconsultants. This requirement would severely reduce the number of qualified applicants for this RFQ. The District will waive the requirement for the Lead Engineer and the Lead Architect to be directly employed by the Respondent’s firm; however, all other requirements will remain unchanged.
2) CONCEPT DRAWINGS:
The District will provide the following documents to Respondent upon the District’s receipt of a signed copy of the attached Non-Disclosure Agreement
Exhibit 1 - 42362 SJRWMD Final conceptual design 06.25.26
Exhibit 2 – 42362 AFS aerial survey 8625-26
Exhibit 3 – 42362 AFS aerial survey plain 8625-26
