About this file
This is Addendum 2 to Invitation for Bid 42222IFB26 issued by the St. Johns River Water Management District in Florida for the Pablo Creek Metal Building Roof, Gutter, and Downspout Replacement project. The addendum, issued July 20, 2026, provides critical clarifications regarding roofing panel specifications in response to questions from potential bidders. The District seeks qualified, licensed roofing contractors with a minimum of five years' experience to demolish and replace the existing metal building roof, gutters, and downspouts at the Pablo Creek Field Station in Jacksonville, Florida. The scope of work includes removal of the existing curved metal roof system, installation of new roofing panels, replacement of damaged insulation (approximately 1,000 square feet), installation of new aluminum box gutters and downspouts with underground drain line extensions, and installation of one industrial fan. A mandatory pre-bid meeting was held July 9, 2026, at 11:00 AM, with bid responses due July 20, 2026, at 3:00 PM. Substantial completion is required by December 31, 2026, with final completion no later than January 31, 2027. Contractors must provide evidence of three similar projects completed within the last five years.
The estimated budget for this project is $200,000, and a bid bond equal to 5% of the total base bid amount must accompany the submittal. Key clarification in this addendum specifies that roofing panels shall be 24-gauge Galvalume PBR panels with butyl mastic tape installed at panel overlaps for sealing, correcting earlier specifications that referenced 29-gauge panels. Contractors must furnish all permits, materials, labor, supervision, and equipment while maintaining a minimum 25-year manufacturer warranty and 10-year workmanship warranty. The District will award to the lowest responsive, responsible bidder and will withhold 5% retainage from construction invoices per Florida Statute 218.735. Payment and performance bonds may be required at the District's discretion. Contractors must register with E-Verify, and funding is contingent upon District appropriation. Drone footage is available separately upon request, and questions regarding the addendum should be directed to Breanna Pierce at (386) 643-1168 or bpierce@sjrwmd.com.
