About this file
This Addendum 1 document issued by the St. Johns River Water Management District on July 20, 2026, provides clarifications and modifications to Invitation for Bid 42222IFB26 for the Pablo Creek Metal Building Roof, Gutter, and Downspout Replacement project. The project scope involves demolishing and replacing the existing metal roof system, gutters, and downspouts of a metal building at the Pablo Creek Field Station in Jacksonville, Florida. Key clarifications include confirmation that the roof panels are 29-gauge Galvalume PBR (Painted Galvalume Steel) panels rather than standing seam panels, with mechanically seamed panels acceptable as an alternative; replacement of only damaged insulation (not the referenced 1,000 square feet in total); installation of new aluminum box gutters and downspouts with flexible extensions; and installation of one industrial fan. The submittal deadline remains 3:00 p.m. on Monday, July 20, 2026. A mandatory pre-bid walkthrough is referenced as the only site visit opportunity, with the electrical service panel available for review during this walkthrough. The addendum clarifies that no additional site visits will be scheduled and that material staging or storage on the adjacent runway is strictly prohibited. The Notice to Proceed will be issued following award and contract execution, with the start date coordinated with the District Project Manager.
The addendum addresses contractor concerns regarding roofing panel specifications, electrical service availability, and site access procedures. All personnel must comply with applicable OSHA roofing safety standards. Respondents must acknowledge receipt of this addendum with their submittal. The District recommends that all applicable subcontractors attend the pre-bid walkthrough to evaluate site conditions and coordinate project requirements. Drone footage has been provided separately as Attachment A to supplement the bid documentation. Questions regarding the addendum should be directed to Breanna Pierce, Procurement Specialist, at (386) 643-1168 or bpierce@sjrwmd.com.

SUBJECT: Addendum 1 to Invitation for Bid 42222IFB26 – Pablo Creek Metal Building Roof, Gutter, and Downspout Replacement
As a result of questions received from potential respondents, please be advised of the following clarifications and changes to the subject Invitation for Bid:
1. The time and date for the submittal of responses remains the same: 3:00 p.m., Monday, July 20, 2026
2. Question: On Page 3 under Scope of Work III Scope it says to replace curved metal roof panel system, we assume the curved reference is incorrect. It also says to replace associated insulation (as needed) but later in the spec it says to only include 1,000 SF of insulation.
The reference to a “curved” metal roof panel system is incorrect. Only damaged insulation is required to be replaced.
3. Question: On page 4 c).2. Calls for a 2-inch-high standing seam panel with snap-lock seam. We are not aware of a snap lock panel that can be used over open framing. Can we use a 2” high mechanically seamed panel in lieu of snap seam panel?
PBR panels will be used.
4. Question: Can you provide a location of the electrical service panel within the building so that the electrical sub can calculate the cost of the run to the new fan? Also, has the existing panel and service been evaluated to take the extra load of the fan?
The electrical service panel will be visible and available for review during the pre-bid walkthrough.
The District recommends that all applicable subcontractors attend.
5. Question: This project will be getting PBR installed and not Standing seam, but I just need clarifica-tion.
PBR panels are currently installed on the building and will be used.
6. Question: Type and style of roofing panels?
The roofing panels shall be 29-gauge Galvalume PBR panels. Butyl mastic tape shall be installed at panel overlaps to assist with sealing.
7. Question: Safety Practices?
All personnel on the job site shall follow applicable OSHA roofing safety standards and practices.
8. Question: Will another day be set for site visits in case subcontractors need to visit site?
No. No additional site visits are scheduled.
9. Question: What metal gauge and panel style will be required for this project?
The roofing panels shall be 29-gauge Galvalume PBR panels.
10. Question: Please provide a copy of the bid list?
The bid list is available through the solicitation posting portals identified in the solicitation documents.
11. Question: Can roofing material and equipment be brought in on the runway?
No. Driving, staging, or storing materials or equipment on the adjacent runway is strictly prohibited.
12. Question: What is the anticipated NTP and/or start date?
The Notice to Proceed will be issued after award and full execution of the Agreement. The start date will be coordinated with the District Project Manager.
13. Drone footage is provided separately in Attachment A.
14. Flexible extensions shall be attached to downspouts to carry water away from the building.
NOTE: Please acknowledge receipt of this Addendum in your submittal.
