PART 1: RFI BACKGROUND AND OVERVIEW.
1.1 BACKGROUND AND OBJECTIVES.
The St. Johns River Water Management District is an environmental regulatory agency of the state of Florida whose work is focused on ensuring a long-term supply of drinking water, and to protect and restore the health of water bodies in the District’s 18 counties in northeast and east-central Florida. While the District works closely with utilities on water supply issues, the District is not a water supplier.
The District has undertaken a review of its existing legacy information technology systems and determined the need for a modern, integrated Enterprise Resource Planning (ERP) platform to support its finance, human resources, procurement and contract management, budget, project management, and other core administrative functions.
The goal of implementing an ERP is to better align the District’s operational infrastructure with the District's strategic priorities, including efficiency, transparency, and fiscal responsibility. The District is seeking a system that demonstrates cost-effectiveness over the system lifecycle, flexibility to adapt to evolving needs, and support for operational efficiencies and enhanced decision making through advanced technology while providing reliable, up-to-date security and the ability to comply with Web Content Accessibility Guidelines, as they may be amended.
For fiscal year 2025-26, the District has a budget of approximately $368 million. It has a workforce of 555 employees, with all but one located in Florida. During a typical year, it processes approximately 1,421 contract actions per year, encumbering approximately $115M.
1.2 RFI PROCESS.
The RFI is a formal request for information from qualified vendors for the goods or services described herein. Responses to the RFI are not formal offers and will not result in a contract. The District will accept responses to this RFI through the Response Due Date set forth on the cover page of this RFI. The District may send Requests for Additional Information to vendors that submit a response. The District may request additional information through questions and answers or through scheduled meetings (including demonstrations) for the purpose of developing an enhanced understanding of market capabilities and product offerings. Meetings will be arranged by the District’s procurement staff and may be conducted virtually or in-person at a mutually agreeable location. Such meetings are completely voluntary, optional, and will be at no expense to the District.
District staff are not authorized to provide oral interpretations or clarifications of the RFI documents. The assigned Procurement Specialist may provide general guidance on District procedures and assist in referencing applicable sections of the solicitation documents; however, respondents remain fully responsible for understanding and following all written requirements and submitting accordingly.
All requests for a written interpretation or correction must be submitted via e-mail before the deadline for questions set forth on the cover page of this RFI. All official responses, including clarifications, corrections, or supplemental instructions, will be issued in writing via addenda and posted on the solicitation portals listed on Page 1 of this document, prior to the submittal due date.
