About this file
This document is a Market Research Survey issued by the Defense Logistics Agency (DLA) Troop Support Construction & Equipment for Life Preserver Vests, National Stock Number (NSN) 4220-01-113-8665. The government anticipates procuring approximately 35 units with a potential delivery schedule of 180 days, seeking information from potential suppliers about their capabilities, commerciality, and willingness to support the contract. The market research survey covers multiple aspects including company descriptions, solicitation requirements, commerciality assessment, and additional vendor information such as manufacturing capacity, inventory levels, warranties, and government contracting experience.
The survey requests responses by September 26, 2025, via email to john.lieb@dla.mil, with the intent to gather market intelligence for an upcoming indefinite delivery, indefinite quantity (IDIQ) contract not exceeding five years. Potential vendors are asked to provide details about their business (small/large, manufacturer/dealer), production lead times, minimum order quantities, delivery capabilities, and compliance with commercial item definitions. The government emphasizes this is an informational request only, will not reimburse response costs, and is not seeking price proposals at this stage. Vendors must be registered in the System for Award Management (SAM) and be prepared to potentially use Electronic Data Interchange (EDI) for order communication.

To Whom It May Concern:
The item(s) provided within the Market Survey are being considered for solicitation and subsequent award on an indefinite delivery, indefinite quantity (IDIQ) contract. The contract, including the base period and option years, will not exceed five years. As a potential supplier of these item(s) your answers to these questions and your recommendations concerning the item(s) will enhance and speed the solicitation process. We are asking that you fill out this Market Survey to the best of your knowledge so that we can generate a realistic, effective, all encompassing, complete, and accurate solicitation. This is not a Request for Proposal. The Market Survey is for informational purposes only.
For this solicitation, the Government anticipates FOB Origin. Will you be able to accept FOB Origin utilizing Defense Distribution Center (DDC) of this award? Transportation will be handled by DDC-Enterprise Transportation Group. The contractor must contact DDC-Enterprise Transportation Group at 1-800-456-5507, or by email at delivery@dla.mil for shipping instructions and containers. Material is to be stuffed/loaded at contractor designated site with containers to be provided and then picked up by the Government. Each container must have one (1) Radio Frequency Identification (RFID) tag attached.
The Defense Logistics Agency’s (DLA’s) Vendor Shipment Module (VSM) will make the transportation arrangements for all F.O.B. Origin orders. Utilization of VSM by the Contractor is mandatory. You will need to register with VSM. VSM is the Vendor Shipment Module and is the vehicle by which you will notify our transportation team experts that your shipment is ready for pick up. VSM will assess the information you provide, assign the carrier best suited for the shipment and notify you of the carrier choice. At that time, VSM will allow you to access your own contract information in order to print a commercial bill of lading, military shipping labels, packing slip, address labels and small parcel carrier labels. For VSM registration and instruction, please click on the link below.
For more information about VSM, contact the supply chain transportation office helpdesk at (800) 456-5507 or via email to delivery@dla.mil. To register as a VSM user, please visit https://vsm.distribution.dla.mil.
In order to facilitate the information gathering process, questions that are considered to be pertinent to the proposed procurement are enclosed. Please respond to as many questions as possible. I am interested in constructive comments and your concerns regarding this anticipated proposal.
Please note, this survey is for information purposes only and the Government will not pay for the information requested. Your responses will be treated as information only. Price proposals will not be accepted at this time.
Please review the following questions and respond by COB September 26, 2025 via email to john.lieb@dla.mil. For any questions, please send me an e-mail directly.
Sincerely, John Lieb IST Chief Class IV Lumber/Operational Equipment – FCFA Construction and Equipment DLA Troop Support t
