About this file
This is a Notice of Evaluation Committee Meeting issued by the St. Johns River Water Management District for the Mechanical Vegetation Management with Operator solicitation (42184RFQ26). The District is establishing a prequalified contractor pool to provide mechanical vegetation mulching services across approximately 435,000 acres spanning 18 counties in Florida. The scope of work includes cutting and mulching vegetation up to 24 inches in diameter for habitat enhancement, fire line improvement, fence and road installation, and flood control levee maintenance. The submittal deadline was July 29, 2026, with the Evaluation Committee Meeting scheduled for August 5, 2026, at 2:00 PM at the St. Johns River Water Management District headquarters in Palatka, Florida. The contract term is three years through September 30, 2029, with Work Orders to be issued on an on-as-needed basis and awarded competitively to the lowest-quoted prequalified contractor.
The District has established an aggregate not-to-exceed budget of $1.5 million for all resulting agreements from this solicitation over the initial three-year term. Contractor selection is based on pass/fail evaluation criteria including demonstrated minimum three years of experience in mechanical vegetation work, documentation of at least three similar completed projects valued at $35,000 or more combined, equipment capability verification, and response completeness. Successful respondents must obtain and maintain specified insurance coverage naming the District as an additional insured, comply with state and federal requirements including E-Verify registration and Florida business registration, and meet specified production rates by density classification. Selection into the prequalified contractor pool does not guarantee any minimum work volume or compensation. The Evaluation Committee's final scoring and recommendation will be presented before the meeting adjourns, with formal communication of the recommendation to all respondents via email and Notice of Intended Decision posted on DemandStar.
