About this file

This Addendum 1 document issued by the St. Johns River Water Management District, through Procurement Specialist Breanna Pierce on July 27, 2026, clarifies requirements for the Request for Qualifications (RFQ) 42184 for Mechanical Vegetation Management with Operator services. The solicitation seeks qualified contractors to establish a prequalified pool for mechanical vegetation mulching services across the District's approximately 435,000 acres spanning 18 counties in Florida. Responses were due July 29, 2026 at 2:00 p.m., with no site visits scheduled prior to submission. The addendum clarifies that all work is upland-based rather than requiring low-ground-pressure mats, and provides essential revisions to equipment specifications detailing acceptable machinery such as Caterpillar tracked equipment with mulching heads, TimberKing mulchers, John Deere tractors with shredder decks, and Brontosaurus mulching equipment. Contractors must provide photographic documentation demonstrating their equipment meets project requirements and can achieve specified production rates. The contract term extends for three years through September 30, 2029, with Work Orders issued on an as-needed basis and awarded competitively to the lowest quote among prequalified contractors.

The District established an aggregate not-to-exceed budget of $1,500,000 for all resulting agreements under this three-year initial term, with funding contingent on annual appropriations by the District's Governing Board. Respondents must demonstrate a minimum of three years' experience in mechanical vegetation work and provide documentation of at least three similar completed projects with a combined value of at least $35,000. Successful contractors must obtain and maintain specified insurance coverage naming the District as an additional insured, register with E-Verify, and maintain Florida business registration. Selection into the prequalified contractor pool does not guarantee any minimum work volume, assignments, or compensation. Equipment must meet all OSHA safety standards and possess sufficient size, horsepower, and hydraulic capacity to operate mulching heads efficiently and meet specified production rates of one acre per day for moderate density vegetation, two-thirds acre per day for heavy density, and eight acres per day for palmetto and small diameter trees.
