About this file
This Addendum 1 document issued by the St. Johns River Water Management District on July 15, 2026, provides clarifications and answers to bidder inquiries regarding Invitation for Bids 42088 for construction of a new pole barn at the Palm Bay Service Center. The project involves construction of a single pre-engineered open-sided red iron steel pole barn measuring approximately 40 feet by 200 feet with a 16-foot eave height and 2:12 roof pitch, to be installed over an existing rock parking pad. The structure will feature a 24-gauge standing seam galvalume roof matching existing on-site structures, painted white gutters and downspouts, and portal frames with 16 feet of clear clearance throughout. The structural design incorporates 7 bays at approximately 28 feet 6 inches spacing. Substantial completion is required within 90 calendar days of Notice to Proceed, with final completion no later than December 31, 2026. Approved drawings are a requirement for the project, though the completion date may be extended with appropriate justification and District approval. A mandatory pre-submittal meeting was held on June 29, 2026, with bids due July 22, 2026.
All exposed red iron steel shall be prepared and coated in accordance with SSPC standards, blast-cleaned to SSPC-SP 10, and coated with a three-coat system (zinc-rich epoxy primer, high-build epoxy intermediate coat, and aliphatic polyurethane finish coat) suitable for ISO 12944 C4 coastal environments with a minimum total dry film thickness of 8.0 mils. The estimated budget is $180,000 on an all-inclusive, single-line-item basis. If the successful bidder's base bid subtotal exceeds $200,000, Payment and Performance Bonds are required in accordance with Florida Statute 255.05, with costs included as a separate line item in the bid. Bid Bonds are not required at time of submission. The project is subject to the American Iron and Steel Requirement, with all iron or steel products required to be produced in the United States. The District reserves the right to adjust the construction estimate and reject all bids if costs exceed the estimated budget. Contractors must acknowledge receipt of this addendum in their submittal and address any questions to Shari Chinevere, Procurement Manager, at (386) 643-1172 or SLChinev@sjrwmd.com.

ISSUE DATE: July 15, 2026
TO: Interested Firms
FROM: Shari Chinevere, Procurement Manager
SUBJECT: Invitation for Bids 42088, Addendum 1 42088 New Pole Barn - Palm Bay
Please be advised of the following regarding the subject Invitation for Bids:
A. Questions / Answers
1. Will lightening protection be required? Answer: No, lightning protection is not included in this solicitation.
2. Will a concrete slab need to be poured? Answer: No, the building will be installed over the existing rock parking pad.
3. Are separate plans required for the footers? Answer: No.
4. What are the required paint color, coating system, and corrosion protection specifications for the building and exposed steel components? Answer: All exposed red iron steel shall be prepared and coated in accordance with SSPC standards. Surfaces shall be blast-cleaned to SSPC-SP 10 (Near- White Metal Blast Cleaning) and coated with a three-coat system consisting of a zinc-rich epoxy primer, high-build epoxy intermediate coat, and aliphatic polyurethane finish coat. The coating system shall be suitable for ISO 12944 C4 high-corrosivity coastal environments and provide a minimum total dry film thickness of 8.0 mils. Finished surfaces, including the areas identified in the Scope of Work and the underside of the roof, shall be painted white to match the existing structure.
5. Do we know if this job requires a category II or III design? If it goes up to a III it changes the wind loading by 10 mph and also requires tornado loading. Answer: See section 1.4 Task Identification B.
Contractor Responsibilities 3. Installation, paragraph e. The roof system and all related components shall comply with applicable code requirements and all requirements of the AHJ. It is in the Authority having Jurisdiction scope to make that decision, however, based on our assessment, it is not expected to require a category III design as it does not house critical equipment or staff.
6. Scope of work says the building is a 40' x 200' with 16' eave height and a 2:12 roof pitch.
a. Since it has open walls we must brace it using portal frames on the sidewalls which with 16' eave will only have 13' clear under the portal frame. It this enough clearance? Answer: Portal frames should match the existing shed portal frames dimensions. 16’ clearance throughout is required.
b. It says the support pole spacing shall be 16'. With a 200' long building and a 16' spacing on the sidewall bays, that leaves 8' extra. At end walls you have a extra 1'-4" from center of columns on
42088IFB26 Addendum 1 each end for a small overhang. We could do bays at 17'-11", 10 @ 16'-5", and 17'-11". (The smartest design would be 8 bays at 25'). Answer: 7 bays at approximately 28’-6”
7. Sheet 3 of 54 says roof to be 24 gauge standing seam galvalume material. Sheet 4 of 54 says color of panels to match other pole barn. Does the existing pole barn have a plain galvalume roof or a painted roof? Answer: Plain galvalume.
8. Sheet 4 of 54 section 3i says 6"x 6" aluminum gutters and downspouts. (Pre-engineered metal buildings use painted galvalume gutters and downspouts, not aluminum?) Answer: Painted galvalume or painted aluminum (all white) are acceptable.
9. Sheet 4 of 54 section 3h says provide rust resistant paint and paint the new steel to match the existing.
(Do you want me to give you alternates to galvanize the structure?) Answer: No
10. Sheet 5 of 54 section 1.5 says from notice to proceed you must be done within 90 calendar days and final completion with 30 days thereafter but no later than December 31, 2026. The only way this is going to get done in time is to order building as a straight production job with no approval drawings.
Answer: Approved drawing are a requirement for this project. Completion date can be discussed with the successful Respondent and may be extended with appropriate justification and DPM approval.
11. The solicitation states that Payment and Performance Bonds are not currently anticipated since the estimated budget is $180,000. However, if the successful bidder's contract amount exceeds $200,000, will Payment and Performance Bonds be required in accordance with Florida Statute §255.05?
Additionally, are bidders required to submit a Bid Bond with their bid at the time of submission, or would any bonding requirements apply only after award? Answer: The District will require Payment and Performance Bonds in accordance with Florida Statute §255.05 if the successful bidder’s base bid subtotal exceeds $200,000. Bidders shall include the cost of any required bonds as a separate line item in their bid. Bid Bonds are not required for this solicitation. (SEE Attached Revised Bid Form)
