The addendum extends the bid due date to Tuesday, April 21, 2026, at 2:00 PM and modifies the original solicitation by removing five structures (S-250A, S-250C, S-250D, S-257, and S-258) from the project scope, reducing the total number of structures requiring repairs from eighteen to thirteen. The remaining structures include gated culverts, pump stations, and related infrastructure located across multiple counties: AP-1, B-1, E-2, E-3, PS-2N, PS-2RO, S-2, S-3, S-250E, S-252A, S-252D, S-252F, and C1-RA1. Repairs encompass coating restoration, corroded hardware replacement with stainless steel, gate seal installation, pipe liner crack sealing, and structural modifications. The work must be completed by July 31, 2026. All dive operations must comply with 29 CFR 1910 Subpart T Commercial Dive Operations requirements. Contractors must provide a preconstruction meeting with District operations staff forty-eight hours before mobilization and are responsible for all labor, equipment, materials, animal control, and site restoration.

The addendum addresses questions regarding coating systems specifications, hardware requirements, timber and flange repairs, and other technical clarifications from potential bidders. Contractors shall bid the thirteen structures on a lump-sum basis plus three additional days for a dive team. An additional three days for the dive team has been added to the bid schedule to allow verification of hardware requirements. All coatings and sealants must be approved by the District; bolts to be replaced shall be considered 304 stainless steel. The District will operate all structure machinery, perform lock-out/tag-out procedures, provide access, and furnish an alligator management permit. INVITATION FOR BIDS

42069IFB26 UNDERWATER STRUCTURE REPAIRS

PART 1 – REVISED SCOPE OF WORK

I. INTRODUCTION

The St. Johns River Water Management District (District) comprises all or part of 18 counties starting at the

Florida/Georgia border (Nassau County) down to Vero Beach (Indian River County) and from the Atlantic Ocean to Interstate 75 and south through Orlando. The District’s boundaries are based on natural, hydrogeologic basins rather than political/county limits to allow for effective and efficient planning and management.

Every five (5) years, the District performs inspections of all underwater structures within flood control levees. In summer 2025, Underwater Engineering Services, Inc. (UESI) performed the most recent underwater inspections of the minor water control structures associated with the District’s flood control levee systems for the District. During these inspections, commercial divers utilizing surface supplied diving equipment performed complete and thorough inspections of the interior and exterior portions of the water control structures as well as the surrounding channels and instrumentation. The defects and conditions of the structures inspected were recorded and conveyed through written condition reports and video taken during the inspections. These inspections revealed that a number of the structures and culverts require repairs to ensure their continued operability.

The access pier members have loss of coating with minor corrosion within a 6" to 2' high band in the splash zone. The beams have 5% coverage of coating loss. The pile caps have 75% coverage of surface corrosion.

The diagonal braces have 75% coverage of surface to minor corrosion with up to 1/16" deep pitting. The horizontals have 100% coverage of minor corrosion with up to 1/8" deep pitting. The piles have minor corrosion in a 6" band concentrated mostly on the web.

C-3 Clean and apply an epoxy coating on the corroded elements. If water level can be lowered, it may be able to be completed above water. For underwater elements, use an underwater coating.

Fellsmere East AP-1 US115 The clamps for the barrels have three or four bolts on each side. The bolts have moderate to major corrosion with up to 50% section loss, and the nuts have moderate to major corrosion with up to 50% section loss.

C-3 Replace the barrel clamp bolts with stainless steel bolts and nuts.

C-231 B-1 DS115

The west barrel had a crack extending across the crown from the 10:00 to the 2:00 position, located 3' in from the downstream end. The crack is up to 1/8" wide and splits into a Y shape from 2:00 to 4:00 position with evidence of moisture. The crack is in the liner material.

C-3 Clean, route and apply a flexible sealant to the crack in the liner.

The pipe is assumed to be A-2000 PVC.

E2 Levee E2 US114 The cross bracing typically has 100% coverage of corrosion with rust scale. C-3 Clean and recoat the steel channel cross bracing. Place plastic washers under the bolt heads and nuts to separate the stainless steel bolts from the mild steel channels.

E2 Levee E2 DS115 The east barrel has several bolts in the side with an unknown purpose. One of the bolts located at 9:00 position and 64' in from the downstream end has evidence of soil intrusion, but no obvious sign of a hole around the bolt.

C-3 Clean around the bolt in the east barrel and apply a sealant around it to prevent future soil loss.

E3 Levee E3 US114 The pier has cross bracing using steel channels bolted to the timber piles. The channels had 100% coverage of corrosion with 90% coverage of pitting up to 1/16" with rust scale.

C-3

Clean and recoat the steel channel cross bracing. For the stainless steel bolts, place a plastic washer between the steel washer and the channel to separate the materials. Replace any corroded hardware.

E3 Levee E3 US153 The seals for the upper gates were damaged from the bolts. It appeared that these upper gates may have been installed backward - the seals are facing out, rather than inward. The seal on the west upper gate is missing 90% of the seal on the east side.

C-3 Install new seals on both gates.

E3 Levee E3 DS115 The barrel had mechanical damage at the downstream end from 09:00 to 12:00, measuring 18" x 18" C-3 Cut the end of the barrel so that the torn section is gone and no sharp edges or projections remain.

L-74 Extension PS-2N US106 The south sheet pile wall has an area, approximately 8 feet long, near the east corner with moderate corrosion scale where vegetation is overgrowing the wall. The north wall has two interlocks with evidence of moisture.

C-3 Clean and recoat the south sheet pile with moderate corrosion.

Pressure wash the interlocks and install sealant along the interlock.

Fellsmere East PS-2RO PS206

(1) All gates show no indication of grease on the pins. (2) Flap Gate #2 hinges have one missing washer, and 20% coverage of surface corrosion on the washers that are present.

C-3

(1) Install grease into the hinges. (2) Replace all washers on the hinges on Flap Gate #2.

L-75 S-2 US155

All three gate stems have a collar connection at the bottom to the gate frame. The collar is connected with four bolts. The nuts for these bolts have corrosion with up to 50% section loss.

C-3 Replace the collar connection bolts to the gate frame at each gate with stainless steel bolts and nuts.

L-75 S-2 DS153

The north barrel gate seal had some of the plastic ring still visible. The seal has two leaks. The leaks were approximately 2 gpm each, over a 1' length, and located at the 1:00 and 5:00 positions.

C-3 Cycle the north gate to dislodge possible debris. If gates do not close, recommend repair options to District PM for consideration.

Work would be completed as a change order.

L-75 S-3 US155

The stem guard for Gate #1 is detached at the bottom of the guard. (2) The stem for Gate #3 appears to be bowed out of alignment approximately 1" to 2".

C-3

(1) Reattach the stem guard. (2) Cycle the gates with District Project Manager and observe stresses in machinery and movement in stem.

L-74W S-250E DS153

The gate has a moderate leak of approximately 10 gpm over a 1' width at the 6:00 position. The gate does not appear to be closed. The diver noticed a 1/2" gap on the upstream side. The diver did not observe debris from the downstream side, but did observe up to 1" diameter branches stuck below the gate on the upstream side.

C-4 Check the limits on the gate and adjust as necessary. Possibly open the gate and remove debris and see if the gate will close.

REVISED EXHIBIT 2 – 2026 UNDERWATER REPAIR LIST

Levee Structure Item # Description Score Repair Recommendation

L-74W S-250E US155 The gate is missing one stem bolt, 1" dia. X 6" long. C-3 Install a new stem bolt.
