About this file

This is an Invitation for Bid (IFB) issued by the State of Utah Division of Purchasing and the State of Utah Division of Forestry, Fire and State Lands for Phragmites Trampling, Crushing, and Mowing Services (Solicitation #AS18100). The solicitation seeks contractors to perform trampling, crushing, and mowing of Phragmites in Great Salt Lake Wetlands, with two primary service line items: Phragmites Trampling and Crushing and Phragmites Mowing, each measured in acres. The bid was opened on 12/5/2017, closed on 1/9/2018, and resulted in multiple contract awards. A mandatory site visit was required at Howard Slough Waterfowl Management Area on 12/13/2017, and the contract term is five years. Two companies were awarded contracts: Providia Management Group (Primary Contract) and Ellis Erosion Control Systems, Inc. (Secondary Contract) for both treatment methods.

The solicitation highlights the environmental challenges posed by non-native Phragmites in the Great Salt Lake ecosystem, which currently dominates approximately one-third of the surrounding wetlands. The project aims to manage these invasive plants, which reduce native wetlands, limit wildlife habitat, alter hydrologic systems, and restrict lake access. The State of Utah received funding in fiscal year 2018 to continue active management, with budget utilization dependent on factors such as Phragmites regrowth, precipitation, and completion of current contracted work. The project areas include Sovereign Lands adjacent to Farmington Bay WMA, Howard Slough WMA, and Harold Crane WMA. Bidders were required to have past work experience with at least 500 acres of Phragmites management, have appropriate equipment (at least two machines with ground pressure less than 3 psi), and provide references for similar previous work.

The occurrence of non-native Phragmites in the Great Salt Lake ecosystem has increased rapidly over the last 30-40 years.

Phragmites currently dominates approximately one third of wetlands surrounding the Great Salt Lake. Phragmites is problematic to the Great Salt Lake ecosystem for the following reasons:

• Phragmites reduces native wetlands and the associated species by preventing adequate sunlight to the soil surface.

• Phragmites limits wildlife habitat due to its dense growth.

• Phragmites alters hydrologic system by trapping sediment and limiting water cycling through wetland ecosystems.

• Phragmites limits lake access for recreation, research, and search and rescue efforts.

The Division has received funding in fiscal year 2018 to continue active management of Phragmites on the Great Salt Lake.

Adaptive management is crucial and how the budget is used will be highly dependent on several factors including how much regrowth of treated Phragmites is observed, precipitation amounts over the course of the year, and completion success of the current contracted work.

The current projects the division has in progress are on the Sovereign Lands adjacent to Farmington Bay WMA, Howard Slough WMA, and Harold Crane WMA.
