About this file
This file is a required forms package for Bid 4167GM issued by the School Board of Marion County, Florida Purchasing Department for plumbing supplies through a term contract. The bid seeks firm pricing for plumbing items stocked at the Maintenance Parts facility and items needed for daily operations of the Technical Services Department, including both scheduled inventory and walk-in counter sales purchases. The bid encompasses items from multiple manufacturers including approved suppliers for PVC (Nibco, Lasco, Colonial, Bristol), galvanized materials (Ward or approved equivalent), copper (Ward, Nibco, Grinnell or approved equivalent), and irrigation products (Toro, Rainbird, Hunter, KRain). Quantities listed in the proposal form are estimates only and do not represent guaranteed purchase commitments. The deadline for receipt of bid responses is January 21, 2026 at 2:00 PM, with board approval scheduled for February 24, 2026. The contract term runs from March 1, 2026 through February 28, 2027. The district will be closed from December 19, 2025 through January 5, 2026, and any questions submitted during that period will be answered after January 5th.
The bid is structured in two pricing sections: a Fixed Unit Price Section with line-by-line award capability and a Fixed Discount Section providing discounts off the Manufacturer's Suggested List Price, with an additional Balance of Line discount for walk-in store purchases not covered under the bid. All pricing mechanisms are fixed for one year from March 1, 2026 through February 28, 2027. Vendors located within Marion County must provide counter sales operations and display bid prices on invoices and tickets, while companies outside Marion County boundaries are restricted to bidding on stock items only. The School Board reserves the right to move to the next lowest bidder if the awarded vendor cannot stock required parts or furnish items in a timely fashion. All materials, including valves, fittings, pipes, threaded materials, and PVC products, must be of domestic origin with American manufacture identifiers. Required bid submission documents include the Bidder Acknowledgement form, completed Proposal Form, Proposer's Statement of Principal Place of Business, confidentiality statement, addenda acknowledgement, Drug-Free Workplace Certification, Debarment Certification, manufacturer authorizations, Bidders Qualification Statement, W9 Form, and any occupational licenses or bonds as required by ordinance.

SPECIFICATIONS
This bid is for items stocked at the Maintenance Parts facility as well as those items needed for daily operations of the Technical Services Department not stocked at the Maintenance Parts Department. This bid will cover all transactions of the Technical Services Department whether they are delivered to the Maintenance Parts Department or an employee of the School system “Walks‐In” off the street to pick up parts.
All companies located outside the boundaries of Marion County will be bidding on stock items only, not the walk‐in business.
For your bid to be considered on a particular manufacturer, your company must be an authorized stocking dealer.
The award of the Fixed Unit Price Section will be line by line. Quantities are estimates only, not guaranteed purchase quantities.
Vendors within Marion County must provide counter sales operation. Invoices, counter & shipping tickets must display the bid price.
For the Fixed Discount Section of the bid, provide the discount your company offers off of the Manufacturer’s Suggested List Price. No other pricing index shall be used.
The bidder must offer the same discount on all items listed under that manufacturer whether they are a stock item or not. The school board will receive the discount you have stated for all items of that particular manufacturer.
The discount quoted will also be allowed for all walk‐in purchases by the Technical Service Department. It will be the responsibility of the successful bidder to ensure the correct discount is applied to our invoice. These invoices will be checked at the Technical Services Department and a record kept of incorrect billing. If the incorrect billing continues the contract will be cancelled with that vendor for the remainder of the contract. The School Board will then contract with the second low bidder for the purchase of items for that specific manufacturer.
The School Board reserves the right to go to the next lowest bidder if the original low bidder does not stock the required parts and cannot furnish the parts in a timely fashion.
The award of the Fixed Discount Section will be awarded per manufacturer based on the discount your company has filled in on the proposal form.
The last section listed on the Proposal Form will be the discount to be provided for walk‐in store purchases for items that are not covered under this bid. Please indicate your Balance‐of‐Line discount off of the counter price.
3 An Equal Opportunity School District
The School Board has standardized many of the parts they use and therefore no alternates will be accepted on this bid. The school board will continue to purchase items from manufacturers that are not covered under this bid, but the intent of the contract is to cover most of our purchases.
Please note that Irrigation items will be listed in the Fixed Discount Section as well as the Fixed Unit Price Section.
Valves, fittings, pipes, threaded material, all PVC, etc. shall be of domestic origin and production with an identifier denoting American Manufacture.
