About this file
This document is a purchase order and supporting procurement documentation from the City of Sanford, Florida's Finance Department for the Public Works-Utilities/Plants department, involving a single-source purchase from Ovivo USA, LLC for specialized clarifier parts. The procurement involves acquiring a comprehensive equipment package for a wastewater treatment plant, specifically a 35" Jackbolt Clarifier Drive for an 85-diameter clarifier, including a clarifier drive base with a 35" PD bearing ring gear, a tower drive ½ HP 480/3PH/60HZ size 107 gear motor reducer, and integrated torque sensor switches for alarm and shutdown functions. The total purchase amount is $18,894.24, with the purchase order dated May 7, 2025, and a delivery date of September 30, 2025. The contract is structured as a one-year blanket order, with a public notice of intent posted from March 11, 2025, to March 25, 2025.
The procurement is designated as a single-source purchase, with Ovivo USA identified as the sole source manufacturer with a geographically structured product distribution channel. The commodity codes associated with the equipment are 890-013 and 890-066, and the primary requestor is Richard Casella from the Utilities/Plants department. The procurement documents do not outline specific set-aside designations or restrictions on responding organizations, and no incumbent vendors beyond Ovivo are mentioned. The notice invites qualified suppliers capable of providing similar products or services to submit statements of qualifications to Frank Mascola in the Purchasing Division. The single-source nature suggests that alternative vendors would need to demonstrate substantial technical and performance equivalence to challenge Ovivo's exclusive position. The procurement is tax-exempt, with no sales tax applied to the purchase.
