NUCLEAR REGULATORY COMMISSION

WASHINGTON, D.C. 20555-0001

September 16, 2009

TO:

ALL VENDORS

SUBJECT:

SOLICITATION 41-09-008 ENTITLED: “INTEGRATED SOURCE MANAGEMENT PORTFOLIO (ISMP)” AMENDMENT NO. 001

The purpose of this amendment is to answer the questions submitted by the vendors in response to this RFP:

1) Will the NRC require that bids be based off of GSA Schedules?

Answer: No.

2) Is there a current contractor providing MPKI support? If so, who is the contractor?

Answer: Emergent, LLC.

3) Will HSPD-12 support be required for Task 1 – Establish Infrastructure to Support System Portfolio (SOW 3.3, pg 37)?

Answer: Yes, in the future ISMP is expected to recognize HSPD 12 cards.

4) SOW Section 3.3.4, Task 1.2 Obtain Infrastructure Purchase Approval, 2nd paragraph page 39 mentions wireless controllers. Will wireless controllers be required? If so, how will they be used?

Answer: We don’t envision wireless controls being used. However the contractor is encouraged to propose infrastructure components they feel are necessary.

5) Task 5 Maintenance – B.1 (Price/Cost Schedule) on page B-1 indicated that Item 5 is Fixed Price, and Item 5a is Time and Materials. On 3.7 on SOW page 75, we interpret 5.1 as a further definition of Task 5 work to be performed. Please clarify pricing type for each part of Task 5.

Answer: Task 5 is maintenance which should include all schedule maintenance and normal maintenance work to be performed during the hours of operation defined in the statement of work. That part should be priced FFP. The contractor shall also price as 5a labor hours for any maintenance that may occur after hours of operation as a result of an unexpected and unscheduled system breakdown. Those hours shall be priced as time and materials (Labor Hours).

6) Can the Project files in the Appendices G, H and I be provided in .MPP format?

Answer: Yes, they have been uploaded with this attachment.

7) Section E.14, page E-17, is it acceptable to utilize fold-out pages within the Cost Volume and Technical Volume as needed, which comply with standard letter-size paper requirement when folded?

Answer: Yes.

8) The Instructions on Page E-18, Section E.14.3, state the written technical proposal must be tailored to assure that all information reflects a “one-to-one” relationship with the evaluation criteria, yet appear to provide a more comprehensive outline for response development. The guidelines presented on Page E-27, Section E.16 appear to provide an overview of the topics bidders should provide in the response. Please clarify.

Answer: When constructing your proposal please focus on the instructions provided in pages E-23 through E-25. We would rather have a more comprehensive response.

9) Is there an incumbent for the work?

Answer: No, as you may have noticed from the statement of work most of the work involves new system development.

10) Please provide the delivery address for the proposals:

Electronic copies of the proposals shall be sent to: Adelis.rodriguez@nrc.gov by the established due date.

Hard copies of the proposals should be sent to:

US NRC

Attn: Adelis M Rodriguez
