October 9, 2009
TO:
ALL VENDORS
SUBJECT:
SOLICITATION 41-09-008 ENTITLED: “INTEGRATED SOURCE MANAGEMENT PORTFOLIO (ISMP)” AMENDMENT NO. 002
The purpose of this amendment is to answer the questions submitted by the vendors in response to this RFP:
QUESTION 1: In Appendix AB, the Import/Export discussed use cases that are not included:
Licensing Submission/Modification Actions
Modifications are required to five of the Use Cases used for data entry of licensing submissions to add or modify new licensing types for import and export:
Use Case 4, Enter/Modify a New License Application (Internal)
Use Case 5, Enter/Modify a License Amendment Request (Internal)
Use Case 6, Enter/Modify a License Renewal Request (Internal)
Use Case 7, Enter/Modify a License Termination Request (Internal)
Use Case 20 Modify License Information (Internal)
Can we get a full set of the use cases?
RESPONSE 1: The full set of use cases are included in Appendix B, WBL requirements. The contractor will recommend the relevant import/export WBL Use Case modifications as noted in Appendix AB under Optional Task 8 WBL V.2x.
QUESTION 2: The systems in Tasks 7, 8 and 9 are currently standalone systems. Will they all be integrated with WBL LTS or will each system be converted and continue to be standalone?
RESPONSE 2: All systems listed under optional Tasks 7, 8, and 9 can be implemented many ways, such as fully integrating with appropriate privileges in WBL or as modules within WBL. The offeror should propose their preferred approach. Note that these are optional tasks.
QUESTION 3: In Task 7, is there any more detail such as use cases, etc. that can be used to determine the level of effort to convert the BARTO system?
RESPONSE 3: The capabilities of BARTO are incorporated in the uses cases in Appendix AA, STIMS Requirements. Also, the SOW states under Task 7, “TAPIS and BARTO support different aspects of NRC’s regulatory business process for the storage and transportation of nuclear material. The two systems combined are called the Storage and Transportation Information Management System (STIMS). The High Level Requirements for STIMS are included in Appendix AA of this SOW.”
QUESTION 4: Reference Task 1- Establish Infrastructure to Support System Portfolio. Is the set-up work to be priced as Firm Fixed Price and the Enrollment Module to be priced as Time and Materials?
RESPONSE 4: Task 1 is Time and Materials.
QUESTION 5: What is the period of performance (POP) for Task 4?
All Tasks for this contract have the same period of performance:
Base = 1 year;
Option1 = 1 year; and
Options 2, 3, 4, 5 are each 2 years.
Please refer to Section C.4 DURATION OF CONTRACT of the RFP. The EST award date is revised to read: 12/28/09.
QUESTION 6: In Attachment D – Price Module: Summary page. Column C is a total of columns E through AM; however these include subtotals by period. Is this formula correct?
RESPONSE: The formula should not include subtotals; the summary page has been revised and is attached.
QUESTION 7: In Attachment D – Price Module: On tabs Option Period 2 through Option Period 5, we are only provided one column for a Labor Rate. Can we provide a Labor Rate for each year in the Option Period?
RESPONSE: Yes.
QUESTION 8: In Attachment D – Price Module, if the task is FFP, do we need to allocate the hours across each of the application areas listed?
RESPONSE: Yes.
QUESTION 9: In Attachment D – Price Module: Per the SOW, page B-1, Task 5 is split between 5 (FFP) and 5A (T&M). Can we split Task 5 into 2 parts, one for the FPP (5) and the other for T&M (5A)?
RESPONSE 9: THIS RESPONSE SUPERCEDES RESPONSE TO QUESTION 5 OF AMENDMENT #1 and provides clarifying information. Task 5 is T&M. The RFP and price schedule have been revised accordingly. Therefore, SECTION B.1 PRICE/COST SCHEDULE, is deleted in its entirety and replaced with the following:
SECTION B.1 PRICE/COST SCHEDULE
Offerors, please fill out the price schedule (Attachment D). Only fill out the sections highlighted in yellow, all of the other cells are formulas that will automatically calculate once the highlighted areas are filled out. Also, the contract type for the items is as follows:
Item #1 Establish Infrastructure - Time and materials (T&M) Item #2 Develop LVS - Time and Materials (T&M) Item #3 Develop WBL - Time and Materials (T&M) Item #4 Hosting and Operational - Firm Fixed Price (FFP) Item #5 Maintenance – Time and Materials (T&M) Item #6 User/Help Desk - Firm Fixed Price (FFP) Item #6a User/Help Desk – Time and Materials (T&M) Optional Item #7 WBL V.1x (TAPIS) - Time and Materials (T&M)
Optional Item #8 WBL V.2x - Time and Materials (T&M) Optional Item #9 WBL V.3x - Time and Materials (T&M) Optional Item #10 NSTS Vx.x (CAT 3.5) - Time and Materials (T&M) Optional Item #11 Data Entry – Firm Fixed Price (FFP) QUESTION 10: In Attachment D – Price Module: Per the SOW, page B-1, Task 6 is split between 6 (FFP) and 6A (T&M). Can we split Task 6 into 2 parts for the FPP (6) and T&M (6A)?
RESPONSE 10: Yes. Please see the attached, revised price schedule (Attachment D).
QUESTION 11: The SOW Introduction - states “the Web-Based Licensing (WBL) system which is in development”…
a. What level of ongoing maintenance is there and what stage of development is WBL in? Percent complete?
RESPONSE 11a: The SOW Background paragraph referenced is historical information from the GAO-08-598 Report, “NRC and DHS Need to Take Additional Steps to Better Track and Detect Radioactive Materials.” Use SOW 2.2.4 and 3.5.1 and Amendment information below.
From SOW, paragraph 2.2.4: “The RADMAT system is currently being adopted for internal NRC use by migrating the LTS data to the RADMAT environment and by minimally adapting the system to initially serve as a replacement for LTS. It is expected that this Integrated Source Management Portfolio contract will further adapt RADMAT in order to provide all the WBL functionality.”
ISMP will be starting from the adapted RADMAT; the LTS data has been migrated and is available to LTS users. This level of functionality equates to ~70% of WBL requirements described in Appendix B.
b. Will that development be complete before RADMAT adoption starts as required by this SOW? Time line for completion.
RESPONSE 11b: ISMP will be starting from the adapted RADMAT; the LTS data has been migrated and is available to LTS users. This level of functionality equates to ~70% of WBL requirements described in Appendix B. WBL will be built by further adopting RADMAT to fulfill the remainder of the Appendix B requirements. Use Appendix I to build the WBL schedule.
c. Inasmuch as this is a fixed price acquisition, this information is needed to provide an accurate development and maintenance price. The pricing is dependent on the timing of the completion of the system being development.
RESPONSE 11c: Refer to Section B.1, for the Price/Cost Schedule: Item 3 (WBL development) is a T&M task with a schedule proposed by the Contractor using Appendix I; and Item 4 (System maintenance) is a FFP task. The Contractor should include a discussion of their proposed maintenance and release approach in their technical proposal under technical approach.
From SOW, paragraph 3.5.1, “The base product for WBL is currently being implemented by adapting the RADMAT product as a replacement for the LTS. The NRC has obtained unlimited rights to this product through a license agreement executed with the State of Ohio’s Department of Health. This SOW includes enhancing the LTS replacement by further adapting the RADMAT product.
The contractor shall build upon the initial version of the LTS replacement to develop and implement WBL This version will provide additional licensing and inspection features to assist the NRC in managing licensing information for businesses using radioactive materials. This includes the radioactive materials licensing life-cycle from initial application, license issuance, amendment, reporting, through de-licensing. In addition to supporting licenses managed by the NRC, WBL will be developed to include licensing information from the agreement states which support and manage their own material licenses.”
QUESTION 12: Task 5.1 states “Once the transition is over the Contractor should take over maintenance on NSTS. The current NSTS contract is expected to expire during FY2010. Maintenance for LVS shall begin upon NRC acceptance of LVS. Maintenance for WBL shall begin upon NRC acceptance of WBL.”
(a) For pricing purposes please provide the date (month and year) when the awardees is expected to take over maintenance for NSTS.
RESPONSE 12a: The current NSTS contract POP expires on December 31, 2010. Your transition approach should propose a transition period and an actual take-over consistent with that POP.
(b) Although there is a mention of a transition, there is direct provision for the pricing of a transition plan associated with a the aforementioned transition.
RESPONSE 12b: From SOW, paragraph 3.3.9 (Task 1.7), “The contractor must develop a transition plan that describes its approach for hosting all three systems in a single data center and describes any transition activities that may be needed under that approach.” The transition costs are included in Task 1.
(c) The pricing module does not accommodate any transition period in the pricing schedule.
RESPONSE 12c: See response to 12b above; the transition costs are included in Task 1, specifically Task 1.7.
(d) What is the specified transition period?
RESPONSE 12d: From SOW, paragraph 3.3.9 (Task 1.7), “The contractor must develop a transition plan that describes its approach for hosting all three systems in a single data center and describes any transition activities that may be needed under that approach…. The transition plan document must include a Gantt chart schedule showing a proposed timeline for expeditiously implementing the transition plan.” See response to 12b. above. The transition costs are included in Task 1, specifically Task 1.7.
(e) What documentation transmission is associated with that transition? This is an integral part of a transition plan.
RESPONSE 12e: A full set of existing system documentation will be transmitted to the Contractor as part of transition. The transition plan and relevant costs proposed should include associated assumptions and timeline.
(f) What are the performance expectations associated with the transition? Completion date, deliverables, performance measures.
RESPONSE 12f: The current NSTS contract POP expires in December 31, 2010. Your transition approach should propose a transition period, milestones and metrics, and an actual take-over consistent with that POP. Refer to Appendix G, Project Schedule, SOW Task descriptions, and the SOW Deliverables and Milestones section at paragraph 3.3.11 that includes deliverables and a notional schedule table.
(g) Section B.1 Price/Cost Schedule – Items 5.a and 5.b, are not defined.
· Please define what these two items are.
· The Pricing Module does not accommodate items 5.a and 5.b.
RESPONSE 12g: THIS RESPONSE SUPERCEDES RESPONSE TO QUESTION #5 UNDER AMENDMENT #1 and provides clarifying information.
