SUBJECT: Addendum 2 to Invitation for Bid 40987 – Lake Apopka North Shore Pump Station Remote Control

As a result of questions received from potential respondents, please be advised of the following changes to the subject Request for Proposal:

1. The time and date for the submittal of responses is extended to: 2:00 p.m., Tuesday, March 11, 2025

2. The new project/contract expiration date will be extended to December 30, 2025.

3. Phase 4 and Interconnect Pump Stations, which are wired with Campbell Scientific CH200 power regulators, will not use/need LiTime AC-DC battery chargers. The CH200 can now be configured to support both AC and solar inputs to the lithium batteries, which are to be installed as part of this project. The District PM will provide a custom charging profile/operating system update for the CH200 at these sites.

4. Campbell Sci CR1000X has been replaced by the manufacturer with model CR1000Xe. Accordingly, the CR1000Xe will be required at Apopka Marsh Flow-way Pump Station, Duda Pump Station, Duda Alum Treatment System, Unit 2 Pump Station, and Unit 2 Alum Treatment System. CR1000X units (which will not need to be provided by the Contractor in this project) are on-site at Unit 1 Pump Station, Interconnect Pump Station, and Phase 4 Pump Station. These will require programming for operation.

5. Appendix C.2 is a duplicate of C.1—please disregard.

6. Question: When was the last rehab date for each pump station?

Apopka Marsh Flow-way Pump Station, 2020. Duda Pump Station, 2024. Unit 1 Pump Station, 2024.

Unit 2 Pump Station, 2023. Phase 4 and Interconnection pump stations are functionally new and have not been operated other than for testing.

7. Question: Do we have specs for (Alum) Mag Meter?

ModMAG M2000 (or equivalent) flow meters will be procured and provided by the District for Duda and Unit 2 Alum Treatment Systems. The Contract will be responsible for wiring and control of those meters.

8. Question: At Duda Alum site, where is Alum injected?

Alum is injected into the tailwater discharge stream of the Duda Pump Station.

9. Question: Can you provide pictures of the inside of unit 2 Alum control building?

Yes, find photos attached (Figures 1 - 9).

10. Question: Did the same contractor build phase 4 and interconnect sites?

Yes.

11. Question: Are interconnect culverts (their programming) in scope?

No. Although the culverts are wired into the PLC (Campbell Scientific CR1000X), their programming will be added to the program resulting from this project, at a future date.

12. Question: Is there conduit specs?

See sheet E-1 of Appendix C.1 in the IFB.

13. Question: Are Soft Starters/Mod Bus acceptable/expected?

As specified in Appendix C.1, yes.

14. Question: Does the District have a program sample(s)?

A sample program (for the Duda Alum Treatment System) is provided for general guidance, to show one acceptable format for variable names and some acceptable techniques for program comments, code section labeling, etc. To reiterate, the purpose of this project’s program work products is to allow the project manager (or other District with significant Visual Basic programming experience) to readily understand the purpose of each line of code. This will enhance the capacity of the District to maintain and update the codes as needed for future features (outside of the scope of this project).

15. Question: What is the battery size?

See Appendix A on pages 44 and 45 of the IFB.

16. Question: Is there already conduit?

Conduit must be supplied and installed at Duda Alum Treatment System, Unit 2 Pump Station (as needed for the rotation sensors), and Unit 2 Alum Treatment System. Conduit Schedule is provided in Appendix C.1, Sheet E-1, on Page 57 of the IFB.

17. Question: 2 RPM sensors?

Rotation sensors are required as outlined in Appendix A on pages 44 and 45 of the IFB.

18. Question: Are the pumps centrifugal/belt-driven?

Yes

19. Question: Would you please provide additional information on what is required at Unit 1, Interconnect, and Phase 4?

Replacement of the existing (lead-acid) 12V battery with the specific lithium replacement is required.

Additionally, programs are required at each site to operate the site. It is believed that Unit 1 will require a same-brand upgrade from a CR800 series PLC. A CR1000X replacement will be provided by the District and is not required from the Contractor.

20. How many unique programs are required? Can they/should they be similar?

Each of the six Pump Station sites should have similar programs, but each will require modification to accommodate site-specific differences. Each of the two Alum Treatment System sites should also have similar programs (to each other, not to the Pump Station sites), but each will also require modifications to fix existing site-specific differences.

21. Question: Do we have a documented operational philosophy?

Not beyond that which has been provided in Appendices B, C, and C.1.

22. Question: Please advise for alum sites what flow meter is acceptable as none are certified for use in alum?

See above question regarding mag/flow meters.

23. Question: Does the District have complete electrical drawings for the sites to be worked on? We cannot provide modified electrical drawings without having the drawings that need to be modified?

Acceptable drawings are shown on E-2 through E-5 of Appendix C.1.

24. Question: Please confirm the District wants two separate CRBasic programs to be created and installed (One program will be installed into each CR1000Xe at the (6) specified Pump Stations. A second program will be installed into each CR1000Xe at the (2) Alum Treatment Systems).

See above question regarding unique programs.

25. Question: The sample drawing provided shows a current transducer to monitor the pump motor amps. Is the current transducer installed on (1) leg of each pump or all (3) legs? Please confirm if the pumps operate in the 80 – 100-amp range and if not, what is the amp range?

All 3 legs must be monitored independently, to determine if the pump station must be shut down to avoid damaging operation (such as due to inconsistent leg currents). Unit 2 pumps typically operate between 80-150A with startup currents from 500-700A. Apopka Marsh Flow-way pumps’ operating range is also 80-150A, with variation from pump to pump (there are 3 sizes of pumps). Duda and Unit 1 are expected to have the same or a similar operating range, but this will need to be confirmed by the Contractor.

26. Question: The sample drawing provided does not show the rpm sensor for the pumps. The existing Phase 4, Interconnect, and Unit 1 Pump Stations do not have rpm sensors installed. Is an rpm sensor to be installed on each pump for all (6) Pump Stations? If yes, is the sensor to be mounted on the motor side keyway or on the pump sprocket which is belt driven? Note: The amp sensor will provide accurate indication that the pump is working properly under a proper load, provide excellent alarm indication if a belt is thrown or if the intake is blocked.

RPM sensors will not be installed on Phase 4, Interconnect, or Unit 1 Pump Stations as part of this project. These may be added (outside of the scope of this project) at a future date.

27. Question: Please confirm if you want (2) 24”x24” enclosures at each Pump Station, (1) enclosure for wiring terminal panel and (1) enclosure for the CR1000Xe w/ peripherals. This configuration is shown on the sample drawing and installed at the existing Interconnect Pump Station.

Two enclosures of minimum 24” x 18” x 10” is specified on sheet E-5 of Appendix C.1. However, an approved equal may be accepted, which incorporates one larger panel.

28. Question: For the Duda and Unit 2 Alum Treatment Systems, are the alum pumps single- or variable speed?

Both sites have Seepex variable speed pumps, one is 1.5 HP and the other is 2 HP.

29. Question: For the Duda and Unit 2 Alum Treatment Systems, what are the minimum and maximum flow rates during pump operation for both alum systems?

3 gpm – 6 gpm.

30. Question: Please confirm if the existing pipe from alum pump to its discharge point is 2.0-inch pvc for both systems.

2” PVC is used at both sites, but this is reduced at the discharge end currently to approximately 3/4".

31. Question: What is alum tank dimensions (height & diameter) for both systems?

3000 gallons, 102” diameter, 96” height for new alum tanks which are being installed at each site.

This is scheduled for completion by 5/1/25. Currently installed tanks will not be used for this project.

A spec sheet for the new tanks will be provided to the Contractor upon request.
