Statement of Work / SPECIFICATIONS

Supply and Install Shutters at B-1063 and B-1067

Rocky Mountain National Park

PMIS # 241082

1 GENERAL

Contract to supply and install garage-door style, reinforced roll down shutters at Vault Toilet structures at B-1063 Rock Cut and B-1067 Rainbow Curve in RMNP on US HWY 34 (also known as Trail Ridge

Road). The period of performance for this contract shall be May 1, 2023 through October 28, 2023.

However, snow depths, weather, periodic road closures, variable road and facility opening dates and impacts from uncontrollable variables such as the COVID-19 pandemic may affect access to the location and the work of this contract.

3 PROJECT LOCATIONS AND ENVIRONMENTAL CONDITIONS

Project locations include two vault toilet facilities at road side pull out areas along US HWY 34 in

RMNP named Rainbow Curve and Rock Cut. Rainbow Curve is located approximately 12 miles west of Estes Park, Colorado at an elevation of approximately 10,800 feet above sea level (ASL). Rock Cut is approximately 9 miles further west of Rainbow Curve along U.S. Hwy 34 at an elevation of 12,000 feet ASL. See attached map of approximate project locations and Google Map links for Rainbow Curve and Rock Cut respectively. The roads are narrow, steep, winding and range in elevation from approximately 7,800 feet at the park boundary to over 12,000 feet above sea level. The road is closed seasonally, and typically opens late May to mid-October based on snowpack, weather, etc. When open, the road is frequently heavily congested and at any time can experience poor driving conditions including rain, snow, ice, sleet, hail, fog and other hazardous road conditions including wildlife. Travel time may be delayed due to congestion, road construction and/or wildlife. The road may be closed suddenly due to weather or other conditions; thus, the Contractor is encouraged to monitor current road conditions at (970) 586-1222 before attempting access to the project sites. Conditions at this altitude and environment can change quickly; hence the NPS is not responsible for any costs incurred on behalf of the Contractor due to the road closing. The NPS will provide snow removal at the project locations for facility opening and following the Contractor shall be responsible for snow removal at the project locations if and as needed to perform their work. The Contractor shall coordinate access to the site with the CO and/or their representative.

4 PROJECT SCHEDULE

Period of performance for this contract is defined as May 1, 2023 through October 28, 2023. Work on this project is to take place Monday through Friday, between 6 AM and 6 PM, excluding Holidays, unless approved in advance by the NPS COR.

5 PROJECT AND SHUTTER DETAILS

The Contractor shall furnish and install rolling shutters with manual control (hand crank) and end retention at B-1063 Rock Cut and B-1067 Rainbow Curve. The Contractor shall remove the existing facility winter closure doors with as little damage as possible and provide to the NPS for storage. Both

Vault Toilet facilities are framed construction and contain two, two-toilet compartments separated by a framed partition wall. Both structures have exterior masonry on the lower 1/3 of the wall height and an inner foyer area that is closed in winter with hinged, swing-in style custom heavy duty wood doors. B-

1063 Rock Cut opening dimensions, as facing the toilets compartments, are as follows: the left side opening is approximately 130.5” wide by 97” tall, and the right side compartment is 130.5” by 96” wide.

B-1076 Rainbow Curve APPROXIMATE opening dimensions for these are for both left and right sides:

110.5” tall by 85” wide. See pictures of each facility as provided. Contractor provided and installed rolling shutters shall match existing style, type and color of shutters on Vault Toilet B-1064 at Rock Cut on US HWY 34 or equivalent as approved by the CO. Shutters at B-1064 are Alutech Rolling Shutters with Barracuda slats, manual control (hand crank) with end retention in Brown color. The Contractor shall provide manufacturer’s information for all products to be used for this project in hard copy and/or electronic submittals as determined by the CO. Prior to preparing bids as well as during the project, the

Contractor is responsible for verifying existing conditions and alerting the CO of any conflicts with meeting the scope of this requirement.

6 SITE CONTROL AND PUBLIC ACCESS

The Contractor shall minimize impacts to the visitors, adjacent resources and Accessibility of the sites by installation of shutters and/or during their work. The Contractor shall only close one of the two toilet compartments to the public at a time and allow public access to the other toilet compartments during their work. The Contractor will be allowed to occupy a maximum of 2 non-accessible parking spaces adjacent to the sites for their use for mobilization and access during the project and may not park or stage in any area designated for Accessible parking and/or loading/unloading zones or white-hashed paved areas. The Contractor shall collect and properly dispose of all demolition debris, trash, refuse, waste, sawdust, extra material, etc. The Contractor and their employees may use the vault toilet facilities during the project; however, no water or power is available on site and cell service/Wi-Fi may be extremely limited if available. It is the Contractor’s responsibility to provide proper and appropriate site control(s) like fencing, barrier tape, etc., to protect the public and wildlife from their work site and secure their materials, supplies and tools.

7 SAFETY

The Contractor is responsible for the overall safety of this job. It is the Contractors responsibility to know and comply with all applicable NPS and OSHA regulations. IF/AS applicable, the Contractor is required to comply with all County, State, Federal and NPS/RMNP COVID-19 safety protocols while inside the boundaries of RMNP and in service of this contract. It is the responsibility of the Contractor to know and understand these requirements and for any and all compliance practices and/or PPE. The

CO will provide directly, or through delegation to the COR, any specific NPS and/or Park guidance and requirements.

Emergency Medical Service (EMS): dial 911; local emergency and medical services are: Estes Park

Health, 555 Prospect Avenue, Estes Park, CO 80517, Phone (970) 586-2317. Cell phone service is generally very poor and inconsistent inside the park. Depending on the time of year and day, park staff may be present at the Alpine Visitor Center for assistance with communications. Park EMS and Law

Enforcement Patrol staff may be available for incident/accident reporting or assistance with communications.

Do not allow employees to work if their ability or alertness is impaired due to altitude or other conditions that may expose themselves or others to injury.

Reportable Accidents: a reportable accident is defined as death, occupational disease, traumatic injury to employees or the public, property damage in excess of $100, and fires. Notify the NPS immediately in the event of a reportable accident. Written notice of a reportable accident shall be delivered to the CO within 24 hours of the incident.
