About this file
This is an Affirmative Procurement Statement User's Guide and form template from Tinker Air Force Base's Environmental Management Branch dated October 2022. The document outlines when and how to use the Affirmative Procurement Statement, which is required documentation for procurement actions that do not involve EPA-designated CPG items, USDA-designated biobased items, Energy Star listed items, or FEMP Low Standby Power items.
The guide specifies that contractors and CE Operations shop personnel must complete this statement for all procurement actions (except GPC purchases) where mandatory environmental purchasing items are not required. If the procurement does involve any CPG, biobased, Energy Star, or FEMP items, a Recovered Materials Determination Form should be used instead. The statement must be signed by someone with technical knowledge of the products/services being purchased and must be included in the contracting file. The form template includes sections for project details and requires the signer to confirm they've considered environmentally preferable alternatives including reduced packaging, durability, reduced toxicity, water conservation, and other environmental factors.

Affirmative Procurement Statement Users Guide & Statement Tinker Air Force Base, Environmental Mgmt. Branch
AFFIRMATIVE PROCUREMENT STATEMENT
USER’S GUIDE — OCT 2022
1. PURPOSE OF STATEMENT. The “Affirmative Procurement Statement” provides documentation that Affirmative Procurement Plan (APP) has been considered for projects that do not require the use of U.S. EPA-designated CPG items, USDA-designated biobased items, Energy Star® listed items, or FEMP Low Standby Power items.
2. APPLICABILITY. Affirmative Procurement Statement applies to all procurement actions (other than GPC purchases) that do not require items that must comply with CPG, biobased, Energy Star®, or FEMP requirements.
3. INTENT FOR USE.
a. Contractors and CE Operations shop personnel (for in-house job and work orders regardless of project cost) will be responsible for completing a Affirmative Procurement Statement for all procurement actions if none of the items on the mandatory purchasing lists are required.
b. If the procurement action includes any CPG, biobased, Energy Star®, or FEMP Low Standby Power items, use the Recovered Materials Determination Form instead.
4. SIGNER. The Affirmative Procurement Statement can be signed by any person who has technical knowledge of the products or services being purchased. For service and construction contracts, the signer should have general knowledge of the products that will be purchased by the contractor to complete the job. It is the signer’s responsibility to check the mandatory purchase lists and determine if any of those products will be purchased.
5. FILING PROCEDURE. If applicable, the Affirmative Procurement Statement will be included in the purchasing or contracting file. Contracting is responsible for ensuring that either an Affirmative Procurement Statement or Recovered Materials Determination Form (RMDF) is included in contracting files.

• U.S. EPA, Electronic Product Environmental Assessment Tool (EPEAT), published at https://www.epa.gov/greenerproducts/electronic-product-environmental-assessment-tool-epeat
• USDA Biobased product listings published at https://www.biopreferred.gov/BioPreferred/
• Energy Star® product listings published at www.energystar.gov/products
• FEMP Low Standby Power product listings published at http://oahu.lbl.gov/
Therefore, I am not required to include the Tinker AFB Recovered Material Determination Form with this procurement package.
In addition, I have sought to reduce the environmental damages associated with this procurement by considering the specification of environmentally preferable products and services to the extent feasible, consistent with price, performance, availability, and safety considerations. I have considered products with recycled or biobased content as well as other environmentally preferable attributes, such as:
• Reduced packaging
• Durability and reparability
• Reduced toxicity
• Conservation of natural resources
• Water conservation
• Low Volatile Organic Compound (VOC) Content
• Asbestos alternative
• Recyclability
