About this file
This is a bidding guidelines document providing submission instructions for proposals in response to Utah Tech University's Campaign Readiness Feasibility Study solicitation in Utah. The document outlines five critical requirements for proposal submission: vendors must thoroughly read all solicitation instructions before preparing their responses; files must be uploaded in the correct format and quantity as specified, with file names that include the company name or acronym for identification purposes; all pricing must be clearly stated with individual line-item costs and units of measure, with variable costs presented in detailed tables to eliminate the need for evaluator calculations; legal and contractual concerns must be addressed prior to submission, as the University's terms and conditions are non-negotiable; and proposals must be submitted well before the deadline to avoid delays, with technical difficulties generally not accepted as valid reasons for extensions unless they affect multiple vendors. The document reserves the University's right to disqualify proposals that fail to adhere to solicitation instructions while indicating a general willingness to exercise flexibility.
The guidelines emphasize that failure to normalize costs across proposals will result in zero cost points and that the University cannot confirm proposal content until after the submission deadline, though receipt confirmation is available. No specific information regarding pricing structures, set-asides, award dates, contract terms, or renewal options is provided in this guidelines document.

HELPFUL TIPS FOR UPLOADING YOUR BID
We reserve the right to disqualify any proposal that does not adhere to the solicitation instructions; however, we generally strive to be flexible. To avoid common mistakes, please follow these guidelines:
1. READ ALL INSTRUCTIONS – Do not assume familiarity with the process, even if you have responded to numerous solicitations. The solicitation will specify key information required for your proposal.
2. UPLOAD AND NAME FILES CORRECTLY – The solicitation provides detailed instructions on the number of files to upload and their format. Ensure each file is named according to the specifications outlined. Include your company name or acronym in the file name to facilitate sorting (e.g., “FILE 1 – ABC Corp,” “FILE 2 – ABC Corp”).
3. MAKE COSTS CLEAR – All costs must be clearly stated in your quote. Avoid requiring us to perform calculations. Specify the cost for each item and unit of measure. If there are variable costs, provide a detailed table to assist us in calculating them with projected numbers.
Failure to normalize costs with other proposals will result in zero cost points.
4. ADDRESS LEGAL MATTERS IN ADVANCE – Our terms and conditions are typically non-negotiable and must be included in any agreement. Address any legal concerns before submission to prevent delays.
5. AVOID PROCRASTINATION – Do not request deadline extensions unless absolutely necessary.
Submit your proposal well before the deadline and address any questions early. Technical difficulties, such as internet outages, are not valid reasons for extensions unless they affect most vendors. We can confirm receipt of a proposal but do not have access to its contents until after the deadline.
