About this file
Hudson Valley Community College's Aeronautical Technical Institute issued a Request for Proposal (RFP) 26-540 for the acquisition of a fixed-wing aircraft for educational purposes. The college seeks a Cessna 150 or equivalent two-seat, high-wing aircraft in non-airworthy condition to be used as a ground-based instructional aid for its Federal Aviation Administration (FAA) Part 147 Aviation Maintenance Technician program. The aircraft must be structurally sound, largely complete, and include original systems such as the powerplant, engine, propeller, and instrumentation. Vendors are required to submit comprehensive proposals through the Euna Solutions (Bonfire) online application system, with all documentation to be received no later than the specified submission deadline.
The proposal evaluation will be based on four key criteria: pricing (50%), condition (20%), technical requirements (20%), and logistics (10%). Vendors must provide a detailed proposal including the aircraft's year, make, model, history, high-resolution photographs, total price covering aircraft and delivery costs, and at least two professional references. The aircraft must be delivered to HVCC ATI at Hangar 1 – Albany International Airport, with the vendor responsible for all disassembly, transportation, and reassembly costs. The college reserves the right to investigate bidders' qualifications and disqualify any proposal that does not meet its standards, with the successful vendor required to complete a Service and Supply Agreement.

SECTION A – STATEMENT OF PUPROSE
Hudson Valley Community College’s Aeronautical Technical Institute is seeking proposals from qualified vendors or individuals for the acquisition of an airworthy or non-airworthy Cessna 150 or similar fixed-wing aircraft. The aircraft will be used for hands-on, non-flying training and instruction within our Federal Aviation Administration (FAA) Part 147 Aviation Maintenance Technician program. The successful bidder will provide an aircraft that meets the specifications outlined below to support student training in airframe, powerplant, and systems maintenance.
SECTION B – INTRODUCTION
Founded in 1953, Hudson Valley Community College is the largest community college in upstate New York and offers degree and certificate programs in three schools: Business and Liberal Arts; Health Sciences; and Science, Technology, Engineering and Math (STEM); and also administers the Educational Opportunity Center for academic and career training at no cost to those who qualify. One of 30 community colleges in the SUNY system, Hudson Valley enrolls more than 19,000 students in credit and non-credit courses and is a recognized leader in distance learning and workforce development. The college has more than 90,000 alumni.
Hudson Valley Community College is a 110-acre community college located in Troy, New York. The facilities consist of 24 buildings with an approximate square footage of 1,600,000.
SECTION C – PROJECT SCOPE
General requirements
The primary function of this aircraft is to serve as a ground-based instructional aid. While it does not need to be in flying condition or have a current airworthiness certificate, the aircraft must be reasonably complete and structurally sound.
Aircraft condition
• Structurally sound: The airframe must be free of major structural damage, such as a collapsed fuselage or severely damaged wings. The skin may have minor dents or patches, but all major control surfaces (ailerons, flaps, rudder, elevators) should be present.
• Complete and original: The aircraft should retain its original or factory-installed systems, including the powerplant, engine, propeller, and instrumentation.
• Corrosion: Any known corrosion must be explicitly disclosed in the bid. While some corrosion may be acceptable for training purposes, the airframe must not have widespread or debilitating corrosion that compromises the safety of students working on it.
Specific Technical Requirements
Airframe
• Type: Cessna 150 (all variants), Cessna 152, or equivalent two-seat, high-wing aircraft.
• Landing gear: Tricycle landing gear must be present and reasonably intact to facilitate maintenance training.
• Fuel system: The fuel tanks and system must be present. A complete system is not required to be functional, but the main components should be available for demonstration.
Powerplant
• Engine: Continental O-200-A engine or Lycoming O-235 (for a Cessna 152) is preferred.
The engine should be installed on the airframe but does not need to be in running condition.
• Engine components: The engine must be as complete as possible, including the carburetor, magnetos, alternator, and exhaust system.
Systems and components
• Control system: The flight control system must be operational and intact, allowing students to trace and inspect the cables, pulleys, and connections.
• Electrical system: The 12-volt (or 24-volt, depending on the model) electrical system components, including the battery, master switch, and wiring harnesses, should be present for instructional purposes.
• Instrumentation: The cockpit should contain a representative six-pack instrument cluster. The condition of the instruments is not critical, but they must be available for removal and installation practice.
• Interior: The seats, carpet, and interior panels do not need to be in good condition but should be present. The original placards and markings on the dashboard should be visible.
• Logbooks and manuals: Complete and accurate logbooks and maintenance records are mandatory. Any available service and parts manuals should be included.
SECTION D- SPECIAL REQUIREMENTS (SITE VISITS, LICENSES, PREVAILING
WAGE, ETC.)
Required Documentation
• Proposal: A detailed proposal including the aircraft’s year, make, model, and history (if known).
• Photographs: A comprehensive set of high-resolution photographs showing the aircraft’s current condition, including the airframe, engine, cockpit, and interior.
• Pricing: A total, all-inclusive price covering the aircraft and delivery costs.
• References: Contact information for at least two professional references who can attest to the vendor’s ability to deliver a quality aircraft.
