About this file
This document is a Scope of Work for a sole source contract between CLS America/Woods Hole Group and the State of Utah, involving satellite network services for wildlife tracking. The scope involves providing satellite time on the ARGOS satellite network to transmit waypoints and data status from Platform Terminal Transmitters (PTT) marked for Wild Turkey tracking. The transmitters will operate with six daily transmissions from May through August and five daily transmissions from September through April, covering a total of 48 transmitters.
The contract is structured with annual data fees of up to $37,440, broken down into $27,648 for data transmission and $9,792 for monthly active platform fees. The procurement is being pursued through a non-standard procurement process, with the State of Utah's Division of Purchasing publishing a notice of intent to award the contract without standard competitive bidding. The justification appears to be based on the unique nature of the service, potentially meeting criteria such as having only one source for the procurement item or circumstances that make standard procurement impractical.
