About this file

This is a pricing proposal schedule for the State of Michigan's Request for Proposal No. 190000001956 for Genetic Paternity Testing Services. The contract requires contractors to provide comprehensive pricing for specimen collection and genetic testing services across Michigan counties. The service model includes unit pricing for combined testing and collection services, testing-only services, and collection services alone. Additionally, contractors may propose optional pricing for full-time specimen collection staff in selected high-volume counties including Wayne, Oakland, Macomb, Genesee, Washtenaw, and Kent and surrounding counties, with provisions for up to three full-time staff members per county or county group. The estimated annual testing volume totals 15,298 individual collections across all Michigan counties, with Wayne County representing the largest demand at 4,926 tests annually, followed by Kent County at 880 tests and Kalamazoo County at 672 tests.

Price proposals must be comprehensive and include all costs associated with service delivery, including one-time setup charges, specimen collection kits and supplies, and expert witness services. Bidders are encouraged to offer expedited payment terms with a specified discount percentage for invoices paid within a defined number of days after receipt. All pricing must be submitted in a modifiable format on the provided Schedule E document, with the option to submit an additional non-modifiable format version. By submitting a proposal, contractors certify that prices were developed independently without consultation or agreement with competing bidders. Failure to complete the pricing schedule as requested may result in proposal disqualification.
