About this file
This is a Request for Quote (RFQt) specifications document issued by the City of Fort Worth Purchasing Division for chlorine tank inspection services needed by the Water Department on an as-needed basis. The City seeks qualified bidders to perform testing and inspection services on nine liquid chlorine bulk storage tanks located at the Rolling Hills Water Treatment Plant, the Eagle Mountain Water Treatment Plant, and the Village Creek Water Reclamation facility. Required services include hydrostatic testing at 1.5 times design pressure with one-hour hold time, ultrasonic thickness measurements with graphical documentation, visual internal physical inspection with photographic evidence, dry purge and dewpoint checks to minus 40 degrees Fahrenheit or lower, and comprehensive final reporting of all test data and observations. All inspections must be conducted by a certified pressure vessel inspector in accordance with ASME Boiler and Pressure Vessel Code standards and Chlorine Institute guidelines. The work must be completed within 180 calendar days from the notice to proceed, with the restriction that only one tank per plant may be tested simultaneously due to operational constraints. The initial contract term is one year with four optional one-year renewal periods, requiring 90 days' notice of non-renewal prior to expiration.
Award will be made to the lowest responsive and responsible bidder whose price is reasonable and in the City's best interest, with the City reserving the right to make multiple awards or reject any bids. Prices must remain firm for the contract term and include all associated freight and delivery costs. Price adjustments may only be requested annually in conjunction with contract renewal, with the vendor providing written proof of cost increases at least 90 days before the requested effective date; the City reserves the right to reject any rate increase request and allow the contract to expire. Successful bidders must register for direct deposit payment prior to providing services, with invoices submitted electronically to the centralized Accounts Payable department on a Net 30 Days payment basis. This solicitation is subject to the City of Fort Worth Small Business Program under Ordinance No. 27832-08-2025, Chapter 21. Bidders must submit completed RFQt-01 forms, a completed bid table, and a Small Business Enterprise Certificate if applicable.
