About this file

This is a Request for Proposal (RFP) issued by the Lehigh and Northampton Transportation Authority (LANTA) for investment management services and custodial/trustee services for its two pension plans. LANTA seeks a qualified provider to manage both the Union Plan (approximately $37.6 million in assets with 410 participants) and the Non-Union Plan (approximately $10.8 million in assets with 120 participants). Although the plans are separate entities with distinct actuarial valuations, LANTA requires that assets be managed identically with nearly identical allocations and investment policy statements. Proposals must include providers for both investment management and custodial/trustee services; proposals addressing only one service will be deemed non-responsive. The RFP was released on June 22, 2026, with proposals due by August 7, 2026, at 4:00 p.m. through the PennBid process. Proposers may submit technical questions through July 24, 2026. The anticipated selection process includes interviews in September 2026, with contract award expected in October 2026. LANTA intends to execute a five-year contract with the selected provider.

Proposals will be evaluated on understanding of service model and technical expertise (30 percent), reasonableness of price and fees (30 percent), relevant professional experience (25 percent), and acceptability of the proposed transition schedule (15 percent). The contract will not necessarily be awarded to the lowest bidder. Proposers must provide detailed fee schedules for both investment management and custodial/trustee services and calculate annual fees based on a $48.5 million portfolio. All reporting and communication costs must be included in fee quotes. The RFP requires proposers to demonstrate SEC registration or explain exemption status, provide error and omission insurance and fiduciary insurance documentation, identify key personnel with Form ADV Part 2B biographies, and detail compliance procedures and investment philosophy. All proposals become the property of the Committee and will not be returned. Protest procedures are available both prior to and within five business days after proposal submission.
